Paul Berry cee1e41fe8 Plumb new FeatureSet class into Scanner. 
And change clients of the scanner (within the SDK) to use it.

Long term, it would be better to store the FeatureSet object directly
in the Scanner and remove the existing flags `enableGtGt` and
`enableNonNullable`.  However there are analyzer clients that
currently use these flags.  So for now, we simply plumb in the
FeatureSet as a new way of setting AstBuilder flags.  Once we've
updated clients to use FeatureSet, we'll publish a breaking version of
the analyzer that removes the old flag API.

Paul Berry 050972bc71 Add enableAssertInitializer option to parseCompilationUnit 
This is needed by the intl package so that it can internationalize
source files using asserts in initializers.

pq 9ea17184ad Add @overrides to (a lot of) analyzer. 
This gets us roughly half+ way there.  We should defintely consider automating this to speed up the rest.  (Even with the quick-fix it's VERY tedious and slow going.)

Once we've done this in bulk, I'd like to add the  `annotate_overrides` lint to analyzer and server `.analysis_options`.

Recent changes started using the Analyzer's parseCompilationUnit method which throws exceptions on syntax errors, but this is undesirable in many cases. Adding an option to disable this behavior and using that in code_transformers.
