This adds a typed `TypeParameter.declaration` property to be used
instead of the `parent` property. The `declaration` property holds the
declaration (Class, Method, Extension, etc.) that introduced the
type parameter. `GenericFunction` is the subset of `GenericDeclaration`
that is defined through a `FunctionNode`.

The CFE's lowering for record patterns can sometimes make use of late local fields. Dart2JS's late lowerer assumes that all late local fields live in the scope of some function body. Record patterns allow late locals to be created in other contexts though. Some examples that break this assumption include field initializers and expressions in constructor initializer lists.
To fix this we add a late local scope in some extra contexts where these record patterns can show up.

In phase 1, we apply a kernel transformation to the AST we get from the
CFE. Although there is only one actual Transformer, it applies multiple
logically separate lowerings. In most cases, these lowerings are
independent and operate on distinct parts of the AST, so they "commute"
and no special care must be taken to ensure they're applied in the right
order.
In this case, we have two lowerings which slightly overlap. The
async_lowering implements the `simpleAsyncToFuture` canary feature, and
await_lowering implements some additional semantics which were recently
added to the specification of `await` expressions - see
https://github.com/dart-lang/sdk/issues/50601.
These lowerings overlap on AwaitExpression nodes. The await_lowering can
change the `await`ed expression, while async_lowering simply registers
the `await`ed expression for later use. Therefore, the correct sequence
seems to be await_lowering, then async_lowering.

transformation to invoke a helper function which implements the
specified semantics.

Several changes are made:
- createDartExport now does not export methods that define type parameters.
- createStaticInteropMock adds conformance checks to make sure implementing
members can handle all possible values of a type parameter in an interop
member. An error is added to reduce confusion around this.
- Export creator now uses dart:js_interop_unsafe for a lot of its lowering
as the dart:js_util equivalents are buggy when it comes to calling exported
functions in JS with JS types.
- Small code changes are added to backends to handle the above changes.

This renames InlineClass to ExtensionTypeDeclaration, and InlineType
to ExtensionType. Members of extension type declarations are called

for "brevity".

The only entities specific to the K- model are `KLocalFunction` and `KLocalTypeVariable`. I've copied these both (as is) to the J- model.
The only thing we "lose" here is the calls to `checkFamily` in `kernel/element_map_impl.dart`. Given how interchangable the 2 models were, this wasn't adding much value anyway.
Since there is still a distinction between the K- environment and J- environment, we can now think of that conversion as being between a `J` and `J'` environment where the semantics are slightly different (e.g. `J'` has closure conversion applied).
Using the same model also makes it easier to have more intermediate states of the `J` model. For example, we might keep around the `JLocalFunction` nodes until SSA and do closure conversion at that point instead.

This annotation is unneeded as named arg external constructors
is enough to determine if an object literal is created. The one
exception is an empty object literal, but our guidance is to use
utility functions to create one instead. This is a better fit for
that purpose too as an interface for an empty object literal is
more uncommon.

The modular data saved references to every static invocation node, but only
needed this data for nodes representing one of the `JS*` foreign helpers.
This together with the previous change collectively reduce the total size of
the modular data by an average 8% on a small sample (which includes the entire
SDK).

We seem to unnecessarily store all literals when all we need is to know
whether a literal of each kind is in use in the program.
I expect similar changes could help make the modular data more compact and
potentially make enough of a difference where a modular analysis may make
sense.

Currently, dart:_js_types types are all typedefs in the web backends.
This leads to inconsistent semantics, since you can statically pass
Strings to JSString, for example. You cannot do this in dart2wasm.
In order to ensure consistent semantics, we reify these types using
a custom @staticInterop lowering. They all get erased to their
respective Dart type. When we have inline classes, these types
should be implemented using inline classes.
Note that Interceptor will not work for this use case. The reified
type of JS primitives are Dart types e.g. String, bool, and therefore
can not be casted to Interceptor.
In order to do this, the eraser is refactored and the JS backends use
shared erasure code to either erase/emit types.
Tests are added to make sure you need to go through a conversion or
cast to pass Dart objects to JS types.

Reason for revert: Fixes the original breakage by adding an explicit
cast for the map function that's used to compute positional args
of the stub. Adds refactoring to better separate out the logic
between procedure-level and invocation-level lowering configs.
Also refactors optional argument functions so that they can use the
invocation-level lowering configs created in this CL. Also fixes
a small issue where object literal constructors wouldn't work in
dart2js if the surrounding library didn't have a @JS annotation.

type inference methods with a `isNonNullableByDefault` parameter,
enabling usage of these algorithms in library-agnostic code, like
