These new exceptions have no legacy values.
DataCloneError - The object can not be cloned.
EncodingError - The encoding or decoding operation failed.
NotReadableError - The input/output read operation failed
UnknownError - The operation failed for an unknown transient reason (e.g. out of memory).
ConstraintError - A mutation operation in a transaction failed because a constraint was not satisfied.
DataError - Provided data is inadequate.
TransactionInactiveError - A request was placed against a transaction which is currently not active, or which is finished.
ReadOnlyError - The mutating operation was attempted in a "readonly" transaction.
VersionError An attempt was made to open a database using a lower version than the existing version.
OperationError - The operation failed for an operation-specific reason.
NotAllowedError - The request is not allowed by the user agent or the platform in the current context, possibly because the user denied permission.

Support typed JS interop classes that extend the behavior of dart:html types in Dartium.
This theoretically enables supporting package:dom at the same time as dart:html as well as helping with
JavaScript libraries that monkey patch the dom.
Also support JS$ name prefix to resolve name conflicts with dart reserved words and with
dart:html libraries.
Cleanup addEventListener and friends so they are consistent with typed JS Interop and fix
bugs in the unlikely case where multiple functions have the same identity hash.
Add checks to make it easier to catch when allowInterop is accidentally omitted
when using the new typed JavaScript interop. You will now get an exception
any time you pass a Function to JS via the new typed interop without first
calling allowInterop.

Adding factory constructors to all classes to suppress missing generative constructor warnings.
Adding a throw to Dartium's base DOM class to prevent construction of native objects.
This also includes the changes necessary to make all DOM types abstract, but I'm running into a dart2js issue which is preventing that.

Basically a number of our platform checks are only accessible from dart:html and not other libs. Moved Device class over to html_common and added more platform logic which was distributed elsewhere.
Also fixing up Device to cache the platform checks.
