The WebSql was dropped 5+ years ago and this library is unsupported.
This change adds the `@deprecated` annotation on the library and APIs in
dart:html that expose it (`window.openDatabase`). It also indicates to dartdoc
to skip it for the api.dart.dev site.
I run a `pub_crawl` process to verify that this is not in use. I checked 15K
packages, and only found 2 occurrances of an import to this library:
* One in a package marked as discontinued (used for migrating constants back
in Dart 2)
* Another in an example mock test (generated by mockito for mocking dart:html)
Also no library uses `window.openDatabase` either.
We will send a breaking change announcement soon and plan to delete this in a
future Dart release (possibly 2.15).

Along with 'creates' types, types were added to promiseToFuture
calls. This is a breaking change for code that does not type the
resulting Future with the same type.

Since we transitioned to natives for dart:html, manually written native
fields should be rewritten. Similarly, if there are fields in abstract
classes that represent interfaces, they should be converted. Fields in
abstract classes that are used in that class are left alone.

New analyzer errors are reported for dart:html around nullability.
Non-nullable fields are translated to native getters and setters if part
of a concrete class and normal getters and setters if abstract.

Merge the two copies of a function that convert a JS promise to a Dart
Future. Reuse this function for the specialized case of converting to a
`Future<Map>`.
- Rename `convertNativePromiseToDartFuture` to the shorter and more
widely used `promiseToFuture`. Update one existing use of the old
name.
- Make the method generic to match the previous implementation of
`promiseToFuture`.
- Update the code generator template to not emit the second copy of the
method.
- Use the existing `promiseToFuture` with a `.then` call to implement
`promiseToFutureAsMap`. Update the doc comment to follow best
practices.
- Duplicate all above changes to nnbd SDK copy.

- Improve `element.attributes.remove(name)` to compile to `element.removeAttribute(name)`.
- Improve `element.getNamespacedAttributes(namespace).remove(name)` to compile to
`element.removeAttributeNS(namespace, name)`.
- Add removeAttribute[NS].
- Add hasAttriute[NS].
- Assert attribute names are not null to prevent conversion to "null"/"undefined".
- TODO: Assert values are not null to prevent conversion to "null"/"undefined".
- namespaceURI does not need checking since null and undefined map to 'no namespace'.

APIs in the newer Chrome IDLs support more JS style promises. The Dart web libraries now hookup those promises and return a Dart Future.
Additionally, a new type maplike is exposed in the IDL this is exposed too.

This disables most runtime features of dart:isolate, similar to dart:io.
For now, this supports `new ReceivePort()` and `ReceivePort.close` as
those are used by async tests to keep the Dart VM alive. Those are
no-ops in DDC. Also removes most of dart:_isolate_helper, except for
the JS API that's used to bootstrap DDC `main()`.

dart:isolate was used for the `Future<Isolate>` return type of
spawnDomUri, which is an unimplemented experimental method. This method
now returns `Future`.
This change helps dart4web disable support for dart:isolate (#30538)

This removes the last uses of the generic method comment syntax from
the SDK. There are no additional explicit casts or reified generics
(other than those implied by reifying generic methods) in this CL.
