Zach Anderson afb490adbc [dart:io] Provide modern Dart-styled constants 
This CL updates dart:io but not dart:_http. It updates the sdk sources,
the patch files, and tests.

Bob Nystrom 07b9df22ac Use the Expect.throws___() helper methods throughout tests. 
No behavioral changes, just getting rid of a lot of redundant closures
and helper functions.
