Most VM specific tests in standalone have been moved to standalone_2 and are being run in the regular bot tests. These tests are for VM functionality like io, process API etc. and have no strong mode implications. Currently we are running these tests twice once from standalone and once from standalone_2.

This CL removes these redundant tests from the standalone directory.

Restore all deleted tests to tests/standalone from migration to standalone_2

We are no longer deleting tests from the Dart 1 test directories when we
add them to the _2 directories. This reverts the part of change
https://dart-review.googlesource.com/c/sdk/+/12240 that modifies
the tests/standlone directory.

Move getters from Options to Platform

Platform. I kept them on Options for now, but updated most tests to

Make IOSink implement StringSink
...
Besides adding the StringSink methods I also added writeBytes and
deprecated both add and addString.
To handle the encoding of strings the IOSike has an encoding
property. This property is mutable in situation when it makes sense to
change encoding of what is written. The exception here is for HTTP
where the encoding is determined from the header and the encoding
cannot be changed.

Get rid of 'close' on process. It is very easy to use incorrectly and cut off data from your streams.

When using an interactive process started with Process.start you have
to drain the stdout and stderr streams to make sure that all resources
are freed. If you do that the dart:io library will make sure to free
all system resources for you.

Change Process.start to return a future that completes with a
...
Process object only when the process has been successfully started.
This is less error prone since you can use all the methods on a
Process object as soon as you can get your hands on it. Unfortunately,
this change leads to quite a few changes in test.dart. Some of those
changes will fix bugs as well. We used to have a problem with a
timeout that could fire just in between two steps in a chain of
commands that constitute one test run. This change should address
that issue as well.

Change dart:io to use Future for one-shot operations.

This appears to be what a lot of our users are doing and it is the
style used in our other libraries.
Noteworthy changes:
- File and Directory objects are now immutable.
- Directory.list returns an active lister object.
- Write operations on files return futures and the
onNoPendingWrites handler is gone. The same
functionality is there by using 'then' on the
future returned from the last write operation.
- Process starting is now done with static methods:
-- Process.start yields an InteractiveProcess.
-- Process.run yields a Future<ProcessResult>

Add executable to Options interface to get the name of the executable used to execute the script.

This is useful when you want to spawn separate dart processes. We do this from tests and we keep getting bitten by a broken search for the executable. Let's make it available instead.
