Use of PositionalCount() and PositionAt() as indices in the arguments
array must account for the type arguments if present. Otherwise, we'll
either skip checking the last positional argument (in the former case)
or check against the wrong arguments (in the latter case).
In nosuchmethod_forwarding_arguments_test.dart, add cases that check for
the above mistakes.
In require_named_args_strong_test.dart, use the more specific
throwsTypeError or throwsNoSuchMethod checks instead of the generic
throwsError to ensure the correct error is thrown.
TEST=Changed tests to add extra cases for failures that can happen.

It is possible for an abstract member to be overridden with another
abstract member with different signature (that has, for example, more
optional parameters). In such cases, the noSuchMethod forwarders should
be generated for each distinct signature.

The behavioral difference is that named and optional arguments are filled in
with their default values in the `Invocation` object passed to `noSuchMethod`.
On the implementation side we make NSM forwarders concrete and fill in their
bodies in the CFE. The custom (and somewhat hacky) VM support is no longer
needed, and Dart2JS can benefit from this implementation as well.
According to discussion on #33031 we will be able to re-land this soon without
breaking Mockito.
Prior failures on precompiler bots are fixed in Patchset 2.

This is complicated by the fact that the normal factory method for creating
Invocation objects references the arguments descriptor to determine how many
type arguments are passed. This doesn't work for partially instantiated
closures, because the arguments descriptor will say "0" type arguments even when
there may be delayed type arguments attached to the closure from partial
instantiation. The arguments descriptor can't be modified, so we have a new
factory method which takes the number of delayed type arguments directly.

of optional parameter handling in the spec. (which was also ambiguous about type parameters).
The correct behavior for optional/type parameters is to fill them in with their default values/bounds.
This behavior can be implemented without any backend support, as is done in this CL.

At and after the meeting that Anders called in AAR today we discussed
the list of directories that we would need. These came up:
generalized void
instantiate to bound
noSuchMethod forwarding
super-bounded types
I combined super-bounded types and instantiate to bound into one
topic, since they are so interwoven.
I also noted that we have more features coming up, even though we have
not discussed them much recently, and one of them will need a number
of tests: optional const/new. So I created new test directories for
these five topics, and added a short README.md to indicate their
purpose.
