> All header files should be self-contained. Users and refactoring tools should not have to adhere to special conditions to include the header. Specifically, a header should have header guards and include all other headers it needs.
This cleans up header files referring to types and functions defined in the files including those header files.
This does not clean up the include guards in xyz_<arch>.h. We have currently 45 such include guards. We can clean that up by moving the #ifdefs from xyz.h to the individual xyz_<arch>.h files. A list of header files which cannot stand on itself is maintained in runtime/tools/run_clang_tidy.dart.

This change includes the following:
* Decision to use subtype range checks is revised to work regardless of
the NNBD mode.
* Handling of dynamic/Object/void is removed from SlowTypeTest stub
as we use TopTypeTypeTest stub for the top types. That handling was
unnecessary but harmless. However, in NNBD strong mode it becomes
incorrect for non-nullable Object.
* TypeTestingStubGenerator::OptimizedCodeForType now falls back to
TypeTestingStubGenerator::DefaultCodeForType instead of directly
using StubCode::DefaultTypeTest(). This refactoring is needed to
avoid duplicating a more complicated logic in
TypeTestingStubGenerator::DefaultCodeForType in the future.

Moreover, it prevents asFunction from being called on a non-NativeFunction type argument, simplifying the amount of manual checks.
Note that this CL had to change the CFE and analzyer, and their tests (including mock_sdk) as well.
This can potentially be a breaking change, as the extension methods are only visible when `dart:ffi` is imported, while methods on objects are always visible.

reads the NullCheck pc descriptor to get the name of the called member

The instruction sequences for dispatch table calls have three versions,
depending on the selector offset relative to where the dispatch table
register is pointing:
- Optimal: Zero offset
- Small: A small range of positive and negative offsets
- Large: Larger positive offsets
The exact limits for small offsets depend on the target architecture.
This commit changes the dispatch table layout algorithm to favor
offsets corresponding to smaller instruction sequences for selectors
with many callsites.
As a result, == (which is by far the most abundantly called selector)
gets the zero offset, and most commonly used selectors (such as [],
iterator, current and moveNext) usually get small offsets on ARM and
ARM64 targets (where the range of small offsets is reasonably large).

For each selector, count the number of calls to the selector that are
both reachable and polymorphic according to the TFA. Only include
selectors in the table with non-zero counts.
This reduces the dispatch table size by 30% in dart2js and by 49% in
Flutter Gallery (312k memory use reduction on ARM64).
Call counts are transferred in a dedicated metadata block with
per-selector information. This mechanism also prepares for transferring
other per-selector information in the future.

Sign extension of small integers is not symmetric between register arguments and register return values.
On Linux/MacOS x64, the caller is responsible for both the arguments and return value.
Previous tests only tested equality, which tests the equality of the lowest byte. However, when printing or using the small ints arithmetic all 4 bytes are used. The new tests pass back the number in a different format.
The callback tests test the number in Dart, so they did not suffer from implicit conversions. (TestTakeMaxUint8x10 in runtime/bin/ffi_test/ffi_test_functions.cc and tests/ffi_2/function_callbacks_test.dart.)

Now, when writing an AOT snapshot in bare instructions mode, only
the actual instructions in the RawInstructions payload are serialized
instead of the entire RawInstructions object.
Since there are no longer RawInstructions objects in these AOT
snapshots, we also change how Code objects are serialized. Instead
of just containing a reference to the RawInstructions object, we
serialize two pieces of information: where the instructions
payload for this Code object begins and whether there was a single
entry for the instructions payload. (To save space, the single
entry bit is serialized as the low order bit of the unchecked
offset, which was already being serialized).
While we also need the length of the instructions payload, we
approximate it for all but the last Code object by subtracting
the next Code object's payload start from this Code object's
payload start. For the last Code object, we assume it extends
to the end of the instructions image.
Changes on flutter gallery in release mode:

Introduces NativeRepresentation and NativeLocation for the compilation of FFI.
NativeRepresentations are able to express all representations (or types) of the native ABIs we bind to with FFI, this is more representations that than that are used in Dart itself.
NativeLocations are able to express all locations of the native ABIs we bind to with FFI, this is more types of locations than that are used for the Dart calling convention.
See the documentation in the respective files.
These NativeLocations and NativeRepresentations are computed by the NativeCallingConvention and consumed by the Marshaller and Assemblers.
This reenginering is required for go/dart-ffi-by-value, hardfp (Arm S and D fpu registers), and iOS 64 bit (non-word-aligned stack arguments).
In addition, by using the NativeRepresentations we also get slightly reduced code size:
* The tracking of sizes is improved, so less sign/zero-extension operations are required.
* UnboxedWidthExtenderInstr is fully removed, the size extension is done inside the native moves, coalescing moves and size extension when possible.
* BitCastInstr is only used when really needed. This reduces code-size on arm32 softfp.
This fixes the iOS arm64 calling convention, manually tested with https://github.com/flutter/flutter/pull/46078 and https://dart-review.googlesource.com/c/sdk/+/131074.

Fix the tests by disabling the optimisation that turns getter calls into
raw gets if the field is late, and by calling recording the null init
store in bytecode mode.

InstructionsSection::instructions_length_ field, make that field a
uword, not a uint32_t.

Changes on flutter gallery in release mode:
armv7: instructions size -2.66%, total size -1.68%
armv8: instructions size -5.81%, total size -3.49%
