With packed structs, the x64 non-Windows ABI only put structs in CPU/FPU
registers when all it fields happen to be aligned.
This CL introduces the `NativeType::ContainsUnalignedMembers` query
for calling convention calculations.

The various ABIs lay out structs with inline arrays the same way as
they do with only nested structs and primitive values.
Most notably, homogenous structs (arm and arm64) and structs spread
over a CPU and FPU register in x64 Linux/MacOS will even be laid out
this way if irregular size nested arrays are involved.
These cases are covered in the unit tests.
This CL introduces the ByteRange to ease the ContainsOnlyFloats
calculation for x64.

This CL adds support for nested structs in FFI calls, callbacks, and
memory loads and stores through the Struct classes itself.
Nesting empty structs and nesting a structs in themselves (directly or
indirectly) is reported as error.
This feature is almost fully implemented in the CFE transformation.
Because structs depend on the sizes of their nested structs, the structs
now need to be processed in topological order.
Field access to nested structs branches at runtime on making a derived
Pointer if the backing memory of the outer struct was a Pointer or
making a TypedDataView if the backing memory of the outer struct was
a TypedData.
Assigning to a nested struct is a byte for byte copy from the source.
The only changes in the VM are contained in the native calling
convention calculation which now recursively needs to reason about
fundamental types instead of just 1 struct deep.
Because of the amount of corner cases in the calling conventions that
need to be covered, the tests are generated, rather than hand-written.
ABIs tested on CQ: x64 (Linux, MacOS, Windows), ia32 (Linux, Windows),
arm (Android softFP, Linux hardFP), arm64 Android.
ABIs tested locally through Flutter: arm64 iOS.
ABIs not tested: ia32 Android (emulator), x64 iOS (simulator), arm iOS.

This CL adds support for passing struct arguments in the native calling
convention calculation in
`runtime/vm/compiler/ffi/native_calling_convention.cc`.
The code in this CL is unit tested with expect files. The unit tests are
designed to cover the majority of corner cases in the ABIs without
resorting to very many unit tests.

This CL introduces unit tests for the Native* classes in compiler/ffi
that can run for all supported target ABIs on any host architecture.
The unit tests are compiled for all target ABIs with
`tools/build.py run_ffi_unit_tests` and run for all target ABIs with
`tools/test.py ffi_unit`.
The unit test and tested code do not conceptually depend on having a
DartVM. The tests are compiled with a custom `dart::Zone` and
`platform/`. This enables compiling for all `TARGET_ARCH_*` and
`TARGET_OS_*` on any host, and running unit tests for all target ABIs
on any host.
Because the `run_ffi_unit_tests` executables do not include the DartVM
their build is quick (<10seconds) and they are small (~6MB) when
compared to `run_vm_tests` (~250MB).
The tests are added to the existing FFI QEMU bot to prevent adding an
extra bot which would add checkout overhead.
The unit tests themselves are set up to be fairly similar to vm/cc
tests. The only difference is the NativeCallingConvention tests which
are set up with `.expect` files for easy inspection and updating.

This CL refactors all dart::Zone usage in Native* classes in
vm/compiler/ffi to be explicit, so that they are never looked up from
Thread::Current().
Also, this CL changes the ToCString printing to take a Zone as argument,
and uses the ZoneTextBuffer.
Finally, it clears up imports.

This CL refactors NativeCallingConvention to be a standalone class that
can be unit tested separately. It no longer uses Function to calcalate
the native ABI, but a NativeFunctionType.
The BaseMarshaller no longer extends NativeCallingConvention but nests
it instead.
The actual unit tests will be added in a follow up CL.

We already have tests that exercise this, namely:
- ffi_2/regress_39044_test
- ffi_2/vmspecific_send_port_id_test
Though the bug only appears if C++ compiler decides to evaluate arguments
in a different order. This happens to be only the case on Windows.
We don't have Windows hardware with Android phones on our CI, which is
why this was not caught earlier.
We have manually confirmed (via building app on windows with this fix
and running on android) that the issue is fixed by this change.

Sign extension of small integers is not symmetric between register arguments and register return values.
On Linux/MacOS x64, the caller is responsible for both the arguments and return value.
Previous tests only tested equality, which tests the equality of the lowest byte. However, when printing or using the small ints arithmetic all 4 bytes are used. The new tests pass back the number in a different format.
The callback tests test the number in Dart, so they did not suffer from implicit conversions. (TestTakeMaxUint8x10 in runtime/bin/ffi_test/ffi_test_functions.cc and tests/ffi_2/function_callbacks_test.dart.)

Introduces NativeRepresentation and NativeLocation for the compilation of FFI.
NativeRepresentations are able to express all representations (or types) of the native ABIs we bind to with FFI, this is more representations that than that are used in Dart itself.
NativeLocations are able to express all locations of the native ABIs we bind to with FFI, this is more types of locations than that are used for the Dart calling convention.
See the documentation in the respective files.
These NativeLocations and NativeRepresentations are computed by the NativeCallingConvention and consumed by the Marshaller and Assemblers.
This reenginering is required for go/dart-ffi-by-value, hardfp (Arm S and D fpu registers), and iOS 64 bit (non-word-aligned stack arguments).
In addition, by using the NativeRepresentations we also get slightly reduced code size:
* The tracking of sizes is improved, so less sign/zero-extension operations are required.
* UnboxedWidthExtenderInstr is fully removed, the size extension is done inside the native moves, coalescing moves and size extension when possible.
* BitCastInstr is only used when really needed. This reduces code-size on arm32 softfp.
This fixes the iOS arm64 calling convention, manually tested with https://github.com/flutter/flutter/pull/46078 and https://dart-review.googlesource.com/c/sdk/+/131074.
