Attempts to run class finalizaton on background thread revealed the problem where during optimization(which could run on mutator thread too) we might need to finalize previously unseen class, load annotatons for it, load and set some constant fields. This could result in updating Fields guarded_cid, requires check during installation of newly produced optimized code. Because mutator thread is currently exempt from cloning and validating fields guards, that could result in invalid optimized code installation.
This CL ensures that fields are always cloned in optimizing compiler even when it runs on mutator thread.
Ability to run multiple optimizing compilers is also needed for dartbug.com/36097.

Previous variant of the code did not handle FutureOr<T> and Comparable<U>
correctly - variables of these types can contain a smi value if T can be a
subclass of num or if U can be num.
Rename HasNonSmiAssignableInterface to CanReceiverBeSmiBasedOnInterfaceTarget
to better conway its meaning.

Additionally make it possible to filter the output of this tracing
using --print-flow-graph-filter=...
Expose should_filter() setting through CompilerState - to avoid
plumbing FlowGraph or Function through various methods that don't
already have access to either of these two.

Make them form its own source set (libdart_compiler) and completely exclude
them from AOT runtime targets.
Previously we had some inconsistencies, with some files were using
DART_PRECOMPILED_RUNTIME to fully or partially exclude either contents
from their headers or from implementation, while other files did nothing
and relied on linker to throw their contents away.
This change tries to address this inconsistency.
A follow up change would include a check in most compiler headers which
would prohibit to use them while building AOT runtime.

The bytecode encoding allows for 8-bits of context id, but this limit is exceeded in Flutter test code. Context ids are as yet unused, but will be used to disambiguate variables at the same position in different contexts.

- Introduce a slimmed down version of thread.h, which just depends on the
Zone and StackResource.
- Introduce a layering check that would prevent the coupling in the future.
This is the first step towards decoupling compiler from runtime.
There are multiple reasons to introduce the decoupling but the main
reason currently is to introduce a controlled surface through which
compiler reaches into runtime to catch any places where runtime word size
might influence the compiler and then enable building compiler that
targets 32-bit runtime but is embedded into a 64-bit runtime.

This CL adds context ID operand to AllocateContext, CloneContext,
LoadContextVar and StoreContextVar bytecode instructions.
The context ID will be used to create distinct Slots and disambiguate
accesses to context objects corresponding to different scopes.

Make StoreIntanceField and LoadField instructions use a single uniform
abstraction: Slot (used to be called NativeFieldDesc), which represents
either a real Dart field (i.e. a field that has a corresponding Field object)
or a native VM field that does not have a corresponding Field object.
This refactoring eliminates raw stores/loads that were just using offsets
before - now we always know what kind of slots we are accessing and
this yields better aliasing information.
