type itself gets instantiated.
Until now, the signature was kept unchanged and the instantiation was reflected
by the type arguments of the function type only. This delayed instantiation
would complicate the implementation of generic functions.
This cl actually removes type arguments for (non-typedef) function types. The
function type is now fully represented by the signature. When the function type
is instantiated, a new signature is allocated (instead of a new type argument
vector) to hold instantiated result type and formal parameter types.
The same applies in the case of typedef function types, however, the type
arguments of the typedef are kept as before. This allows for better printing
of typedef function types and for finalization of recursive type involving
typedefs as type arguments.

Simplify handling of closures as deferred objects.
The name "type_arguments_" is confusing, because class Closure is not generic.
Class Closure was forcefully made (kinda) generic by setting its
type_arguments_field_offset_in_words_ field to a valid value, so that the
type_arguments_ field in closure instances could be accessed similarly as in
generic instances. With generic functions, closures will potentially have more
than one instantiator and the name type_arguments_ becomes nonsensical.

The CL adds metadata support for Fields/Classes/Functions/Constructors. There
are other places where annotations can be put in the Dart language but the
Kernel IR currently does not store it in the AST.
Whenever a element (e.g. a function) gets annotated, the VM will make a [Field] for this
element whos value is an array of evaluated constant metadata annotations.
This CL attaches to these [Fields] a `kernel_function` which is then used to do the constant
evaluation.

MirrorsUsed doesn't transitively include reflective information. However, it must still be able to create TypeMirrors for types that are used as return- or parameter types.
Initially, the patch checked that TypeMirrors had the correct number of arguments for generic types. This is now disabled.
A better approach would be to know if a class has full reflective information, or not. But this would require much bigger changes to the system.

Each script has an associated top-level class in which the top-level functions and fields are stored, and the reference to the script. All other fields in the TL class are unused. There are 380 TL classes in corelib alone; eliminating them saves space.
This CL eliminates all TL classes but one per library. All TL functions and fields in the library are stored in that TL class. Because scripts are not stored directly in functions and fields, but are accessible via their owner class, the owner of TL entities are now PatchClasses, rather than classes.

This fixes an inconsistency in mirrors where some classes in dart:* would claim to have a field but throw NSM if one attempts to access it, and prevents accessing private static fields of dart:* that don't have implicit getters or setters.
