Given a source file that starts with '#@dill' on a new line, then if the rest of the lines are full paths to the kernel dill files, all kernel dill files will be loaded and executed as single program.
So, for example, given `mytest.dillref` with following content:
```
/projects/mytest/build/bin/main.vm.dill
/projects/mytest/build/packages/mytest/lib.vm.dill
```
invocation of `dart mytest.dillref` will result in loading two dill files and starting combined app.

Currently, the VM can create depfiles when writing out a snapshot.
The snapshot file is the output file for the depfile. This change
allows creating a depfile when not writing out a snapshot. It
accomplishes this by adding a new flag --depfile_output_filename,
which allows the user to supply the output filename for the depfile,
which would otherwise be ambiguous when we are not creating a snapshot.
This change also adds the flag --depfile, which
--snapshot_depfile is now an alias of.

This enables other emdedders to reuse parts of the standalone embedder
implementation without depending too much on the implementations details.
As part of the change we also remove a dependency from DartUtils on
IsolateData - by removing dart:_builtin library caching. Lookup
of this library does not seem to be on hot path anymore in Kernel world.

When the incremental compiler is used it accumulates state that
increases the footprint of the process. This state is needed only
when the 'reload' or 'expression evaluation' functionality is used
in the debugger.
Currently in the VM we do not have a good way of detecting when the
debugger will be used as the vm service observatory functionality
can be turned on dynamically after the program has started.
This CL turns on the incremental compiler only when command line options
are used to start the observatory server. We could run into issues with
'expression evaluation' when the observatory is started dynamically after
the program is loaded.

Using strstr in a loop is O(n^2) with n being the length of the path,
whereas using strncmp is O(n*m) with n being the length of the path
and m is the length of the separator (which is always 1).
Effectively this turns the quadratic behavior linear.
