This CL changes the semantics of `Pointer<T extends Struct>.ref` to use
the compile-time `T` rather than the runtime `T`.
This enables tree shaking of subtypes of Struct and optimizing `.ref`.

Adds static errors in web backends requiring external members to be
annotated with @JS(). Members can be annotated directly, or on the
enclosing class or library.
Also removes duplicate checks in dart2js for non-native external
members that are now covered by the checks on external @JS members.

When generating the file
`pkg/analyzer/lib/src/dart/error/syntactic_errors.g.dart`, we now need
for the top level variable `fastaAnalyzerErrorCodes` to have type
`List<ErrorCode?>`.
The generated file was updated in
9f986d2501 as part of migrating the
analyzer package to null safety; this updates the code generator so
that when it is re-run in the future we won't lose the change.

The CL to add why_not_promoted_test.dart and the CL to remove
NullSafetyUnderstandingFlag landed around the same time, so we failed
to notice the conflict between them. The fix is easy: since
NullSafetyUnderstandingFlag doesn't exist anymore (and isn't needed
anymore), we can just remove this use of it.
Fixes bot failures with the test
`pkg/analyzer/test/id_tests/why_not_promoted_test`.

This feature improves the metrics in locations where methods can be
suggested and has no effect in the remaining locations. The improvement
is very small, but I think it's worthwhile nontheless.

It's possible for an entry in `tools/experimental_features.yaml` to
lack an `expired` line, so we need to represent it as a `bool?`.
Avoids a crash when running `dart

This CL avoids creating locals using KernelToLocalsMap when computing
closure data for the J-model. Instead the closure data uses
ir.VariableDeclaration, JTypeVariable, and internal locals (ThisLocal
and BoxLocal) internally, and the accessor function require passes
a KernelToLocalsMap to convert the internal model to a Locals upon use.
The converted Locals are cached internal for performance only.
This prepares for splitting the GlobalLocalsMap and KernelToLocalsMap
from the JClosedWorld.

This rewrites `Pointer<Struct>.ref` and `Pointer<Struct>[]` calls in
the CFE to skip the runtime entry when the type argument is constant.
The runtime entry is still used when the type argument is generic.
Forcing the type argument to be constant and removing the runtime entry
will be done in follow up CLs.

This CL implements the core flow analysis infrastructure for tracking
reasons why an expression was not promoted. It supports the following
reasons:
- Expression was a property access
- Expression has been written to since it was promoted
I expect to add support for other non-promotion reasons in the future,
for example:
- `this` cannot be promoted
- Expression has been write captured
- Expression was a reference to a static field or top level variable
These non-promotion reasons are plumbed through to the CFE and
analyzer for the purpose of making errors easier for the user to
understand. For example, given the following code:
class C {
int? i;
f() {
if (i == null) return;
print(i.isEven);
}
}
The front end now prints:
../../tmp/test.dart:5:13: Error: Property 'isEven' cannot be accessed on 'int?' because it is potentially null.
Try accessing using ?. instead.
print(i.isEven);
^^^^^^
Context: 'i' refers to a property so it could not be promoted.
Much work still needs to be done to round out this feature, for example:
- Currently the analyzer only shows the new "why not promoted"
messages when the "--verbose" flag is specified; this means the
feature is unlikely to be noticed by users.
- Currently the analyzer doesn't show a "why not promoted" message
when the non-promotion reason is that the expression is a property
access.
- We need one or more web pages explaining non-promotion reasons in
more detail so that the error messages can contain pointers to them.
- The analyzer and front end currently only show non-promotion reasons
for expressions of the form `x.y` where `x` fails to be promoted to
non-nullable. There are many other scenarios that should be
handled.

I believe that this approach will make it much easier for us to make
changes to the ranking order for some suggestions without significantly
changing the ranking order of others. In particular, adding a negative
feature for a subset of suggestions (such as decreasing the rank of
methods named 'noSuchMethod') currently has the effect of decreasing the
rank of everything that isn't a method. This solved that problem by
giving all features a baseline of zero and allowing features to either
increment or decrement the rank from there.
This CL has minimal overall impact on ranking except in the following
areas (values are the inverse mrr):
- keyword void, which regresses from 150.766 to 237.838 (87.071 points)
- local function, which regresses from 24.941 to 173.016 (148.075 points)
- prefix, which improves from 386.455 to 361.611 (24.844 points)
- type parameter, which improves from 269.235 to 249.489 (19.746 points)
The change to 'keyword void' largely shows up in return types of function
declarations, but interestingly enough has little impact on the return
type of method declarations. We might be able to offset this by treating
`void` (and `dynamic`) as types rather than as keywords. I've added that
work item to the list.
The change to local functions doesn't appear to impact any individual
location significantly, and might not be significantly detrimental
because local functions are probably not all that common.
