This changes the CFE expectation test suites to use unsound null safety
as default to avoid passing --enable-experiments=no-non-nullable to opt
out old test folders.
This change removes most test folders from the 'strong' tester, since
this now only supports sound null safety, which requires all libraries
to be opted in. Instead, the 'weak' tester now runs all test folders.
Additionally the 'outline' tester is changed to use unsound null safety
so that it call be used on all test folders.
The 'fast_strong' tester is removed since it should just be run locally
and it can be run by passing an option to the other testers.
References to non-existing 'shaker' folder has been removed from
testing.json.

This converts `return e` in async methods in opt-in libraries into
return let v = e in v is Future<FTV> ? await v ; v
where FTV is the future value type of the enclosing function.

As per planned breaking change to let platforms decide how they and what throw for late initiaization errors,
we no longer need a public `LateInitializationError` class. It's confusing to have one if some platforms throw
something else instead.
Removes the public abstract class. The dart:_internal implementation class `LateError` no longer implements it.
This is the only implementation of the public interface, and the class which platforms either throw directly,
or through front-end lowering of the feature.
Remove mentions in tests. All tests now just expect `Error`, some platform specific tests might test the message.
TEST=rewrote tests referring to LateInitializationError.

All existing embedders have been opted into --lazy-async-stacks, the
VM also uses it as it's default in all configurations.
After this CL, any user of --causal-async-stacks will get an error
message when trying to use it.
=> In any such case, please simply remove the flag.

This CL adds predefined constructors to LateInitializationErrorImpl that
only take the name of the late field/variable as argument. This can reduce
the size of the generated code for ddc/dart2js size because the long
message isn't repeated at all call sites.

This change compiles opt-out libraries with opt-out semantics even when
sound null safety was requested. The compile-time error that libraries
cannot opt out with sound null safety is still produces but spurious errors
from interpreting opt-out as opt-in are avoided.
This also aligns the compilation of from-source with from-dill for the
case of opt-out libraries in face of sound null safety.

Rename test.options files and TestOptions to folder.options and FolderOptions,
respectively. Rename link.options files and LinkDependencyOptions to
test.options and TestOptions.
This is to better reflect the current usage of these options.

This CL basically change two things about the sorting:
* Entities are not sorted according to metadata. Metadata just follows
along. Before "@a class B {}" would come before "class A {}" because
"@" comes before "c". Now "class A {}" comes first because "A" < "B".
* Sorting happens on a token level, i.e. "F<int>" will now come before
"F2<int>" because "F" < "F2" whereas before it was the other way
around because "F2" < "F<" (because "2" < "<").
None of it really matters as long as sorting is done the same way when
comparing the outlines.
Doing it this way makes it faster and actually brings the runtime
(in benchmarks) less than the old (now deleted) textual outline.

Previously the first file in the `Component.uriToSource` was used which
didn't work nicely with multifile tests.
Text outline expectations were already using the test description uri.
