+ use the inferred return type in error reporting when no return type is
declared. This turned up in this particular case where we report an
error between the returned value and the inferred return type.

Before this CL, if one compiled a script as strong nnbd (with nnbd
enabled), where the script was marked as as a version where nnbd is enabled,
but where the script lived in a package with a version that was too low
one would get an error.
The reason is that the language version is set twice:
First when the library is created (but the file isn't read yet). This sets
the version from the package. Here an error was issued.
The second time is when the file is read and the file-version-marker is
parsed (e.g. @dart = 2.9).
The error should only be given if - once the final verison has been set
(i.e. after parsing the file) - the version is "wrong".
To make matters worse the (bogus) error given even points to the files
first position which can make it seem like it specificly points to the
@dart annotation and says it's wrong.
This CL fixes the error so it's only issued when it should be.
It does not fix pointing semi-weirdly.

List.generate could return both growable and fixed-size lists.
This change specializes invocations of List.generate when value of
'growable' argument is known (constant or omitted), so it becomes
possible to infer actual type returned by the factory.
This becomes more important with null safety as List.generate is used
more often to initialize lists of non-nullable elements.
Migrated NNBD benchmarks in AOT mode on x64:

If 'growable' argument of List.filled factory invocation is known at
compile time we can replace it with more specialized constructors
creating growable or fixed-size lists. This results in a more accurate
inferred type and more efficient code which uses the created list.

This CL adds support for type inference on type aliased invocations of
factory constructors, redirected as well as non-redirected, and it adds
some tests using this feature.
Additionally, this CL resolves a couple of issues that arose when the
directory nonfunction_type_aliases was migrated to null-safety (by
means of two single line fixes, in 'usage*_test.dart').
Still missing: The shadow nodes should be eliminated in
_unaliasTypeAliasedConstructorInvocations and
_unaliasTypeAliasedFactoryInvocations, this will be done in a separate
CL.

EdgeBuilder wishes to do its own GLB type-joining, as does FlowAnalysis.
When FlowAnalysis pushes a promotion in ifNullExpression_rightBegin,
and then in write, and then pops those two promotions to join them in
ifNullExpression_end, EdgeBuilder is not given a chance to make its
own GLB node. Instead promotion never happens: the DecoratedType which
is the variable's type is promoted to non-nullable, for the left side.
The DecoratedType for the right side expression is not considered
non-nullable, so the FlowAnalysis.join will always fail to promote.
TypeOperations.adjustPromotedTypes solves this. It is a no-op in all
implementations except in EdgeBuilder.
Additionally FlowAnalysis.write's promotion fails for the same reason:
the only type of interest is the declared type made non-nullable, and
no matter what, the writtenType is not a subtype of this.
TypeOperations.forcePromotion solves this. It is a no-op in all
implementations except EdgeBuilder.

This CL adds a package uri to SourceLibraryBuilder based on the
package information computated by package:package_config. This uri is
used to determine whether experimental flags are enabled and thus using
allowed_experiments.json in bin/test folders as well as the lib folder.

This CL adds some infrastructure that makes it possible to defer the
inference of type arguments for a type alias which is used to specify
an instance creation:
class B<X, Y> {}
class C<X> implements B<String, X> {}
typedef T<X> = C<List<X>>;
void main() {
B<Object, Iterable<num>> c = T(); // Infer `T<num>()`.
}
The CL contains an implementation for type inference in the case
where the target is a non-redirecting constructor.
There is not yet an implementation of type inference for the case
where the type alias ultimately resolves to a redirecting factory
constructor, and the shadow nodes are eliminated as null.

This CL adds a Node.toText method together with an AstPrinter. These
facility and better toString implementation on AST nodes while allowing
for toString independent printing of AST to use in testing. This also
add support for an integrated toString of custom/internal nodes.
Some work is still needed in bringing the toString implementation on
all nodes to the old quality, and not all internal nodes have
customized textual representations yet. This work is left for future
CLs.
