Paul Berry 2412bc1643 Add a safety check to analyzer messages codegen. 
Previously, if the user added an `index` field to a message but failed
to add an `analyzerCode` field, code generation would just silently
ignore the index.  This was error prone.  Changed to report
`invalidAnalyzerCode`, which is the same error we report if the
analyzer code is improperly formatted.

Brian Wilkerson e224540b1c Unify four diagnostic codes for the purpose of documentation 
I would have prefered to have renamed them all to undefined_super_member,
but that would have broken existing links. Some day we should add the
support necessary to allow for forwarding so that we can rename codes.

Konstantin Shcheglov c3655ed435 Remove FolderBasedDartSdk.defaultSdkDirectory() and getSdkProperty(). 
It is up to the higher level clients to decide how to find SDK.

It is not API, and is not referenced internally, so we can land it
without going through breaking changes.

Brian Wilkerson 8cc3d415e7 Integrate suggested changes from the PR to publish the docs

Brian Wilkerson ab73158758 Fix the windows bot and update MockSdk 
Fixing the test that's causing the Windows bot to fail required updating
the MockSdk, which cause a lot of other changes. I would have done this
in two separate CLs if I'd known how big this was going to get, but I'm
hoping it isn't too big.

Paul Berry d0826bdbd5 Add current-version field to tools/experimental_features.yaml. 
Previously, each top level key/value pair in the file represented a
feature, so in order to make room for the new field, these were all
moved under a "features:" header.

Code generators have been updated to produce the same result as they
did before; in future CLs I'll update them to generate code based on
the new field.

Paul Berry b048ac05e6 Fix code generators to avoid generating unnecessary consts 
This change fixes pkg/analyzer/tool/summary/generate.dart and
pkg/analyzer/tool/experiments/generate.dart so that the code they
generate corresponds with the changes made in
54b7543c55.

This should fix the broken analyzer-linux-release bot.

Konstantin Shcheglov 54b7543c55 Fix unnecessary_const in analyzer. 
The only non-mechanical change is update for tool/diagnostics/generate.dart
to handle MethodInvocation, because without resolution and without
explicit `new` and `const` we get MethodInvocation(s).
