Konstantin Shcheglov 9b7c0ebd82 Extract SimpleIdentifierResolver. 
The improvement is that we use PropertyElementResolver and stopped
using setReadElement() and setWriteElement().

The error reporting and type anlysis is moved as it were.

Konstantin Shcheglov ac5c140f60 Extract PrefixedIdentifierResolver. 
Element resolution is improved to use PropertyElementResolver.
And we don't call setReadElement() and setWriteElement() anymore.

Type analysis is kept as is for now.

Konstantin Shcheglov 86ec742832 Switch to new Scope(s). 
No much changes to resolution itself, only to the way how we create
scopes. But we still use `lookupIdentifier` that is basically the old
approach to resolution.

This also moves the fix of https://github.com/dart-lang/sdk/issues/42620
to TypeNameResolver.

I will continue improving in following CLs.

Konstantin Shcheglov 9cfdc02e58 Stop depending on exports from generated/resolver.dart 
We cannot remove them completely just yet, there are users in google3.
But this CL will allow experimenting internally to track these users
and update them similarly.

Konstantin Shcheglov f470695875 Stop using ClassElement/TypeParameterElement.type in tests. 
There are 4 references to `type` left in tests, because it looks
that these tests validate peculiarities of the `type` getter itself.
I will remove them later, when the production code is off `type`.
