Paul Berry b18b626d78 Remove deprecated AST structures related to the "UI as code" feature. 
This constitutes a breaking change, so the analyzer major version
number is bumped to 36.  Clients that have stopped using the removed
data structures (and the methods associated with them) should be
unaffected.

Paul Berry 01a8ff067e Remove support for "@checked" annotations. 
Dart now has a "covariant" keyword that serves the same purpose.

Fixes #28797

Note that this is a breaking change, not to the analyzer API but to
the language semantics implemented by the analyzer; client code that
wants the "@checked" behavior will now have to use the "covariant"
keyword instead.  Since the front end implementation of the type
system only supports the "covariant" keyword, the impact on user code
should be low; any user code that would be broken by this change is
already broken under the front end.  Google internal code has already
been migrated to use "covariant".

Paul Berry 89719f4eab Cherry-pick changes from the analyzer-0.33 branch.

Paul Berry 85d225e3f6 Move parameter context into NodeLintRule and make it required. 
This is a breaking change, so the analyzer major version number is
bumped.  However, we don't need to publish a new analyzer yet so we
use a "-dev" version number.

This breaking change requires upgrading to the latest version of the
linter package.

Paul Berry ec47e524bc Switch to non-alpha versions for analyzer/front_end/kernel. 
After some discussion, we decided that it's not necessary to publish
alpha versions when making non-breaking changes.  (The rationale for
publishing alpha versions is to minimize the number of breaking
changes, since breaking changes to a popular package can potentially
slow down pub's version solver, but this is not an issue for
non-breaking changes).

Mike Fairhurst 6f3b6bfb62 Do the rounds for new analyzer publish + fix analyzer_plugin. 
I'm not sure -- I ticked analyzer to 0.32 from 0.31-alpha.

I think because of the new methods, this is the right call (though it
leaves us in the weird place where there was no stable publish of
0.31.2?)

Also not sure if I need to update any other downstream packages (args?
dart_style?). Seems like if so, those are all in other repos.
