Switch analysis_server to language 2.12, so null safety, but opt-out files.
...
This should allow doing partial migration, specifically protocol files,
which are imported by other libraries, but are a small library cycle
that does not import much outside of it.

Remove FolderBasedDartSdk.defaultSdkDirectory() and getSdkProperty().
...
It is up to the higher level clients to decide how to find SDK.
It is not API, and is not referenced internally, so we can land it
without going through breaking changes.

Add a script to analysis_server/tool for testing out NNBD migration.
...
The tool is configured with a .json file so it can access directories
specific to the user's machine without needing hardcoded paths.
