Before this change, there were 2 ways of getting target of dynamic invocation
forwarder: Function::GetTargetOfDynamicInvocationForwarder() which looks up
using the name, and Function::ForwardingTarget() which returns a target saved
when dynamic invocation forwarder was created.
Apparently we should use Function::ForwardingTarget() when compiling dynamic
invocation forwarder, as we might find a different function after hot reload.
It was the last use of GetTargetOfDynamicInvocationForwarder(), so cleaned it up.
Fixes language_2/flatten_test/01 with bytecode in hot reload mode.

This CL moves heap related information (namely instance sizes and
allocation stats) out of the [ClassTable] into a [SharedClassTable].
Both classes are always in sync (i.e. they have the same number of entries).
This CL also changes GC related code to start using the size information
from the new [SharedClassTable].
In a futher step we will move the heap as well as this shared class
table out of the [Isolate] and into [IsolateGroup].

Since Dart 2, library prefixes are always loaded eagerly on the VM.
Also remove reload check for deferred prefixes. This check was added to avoid behavior of library prefixes giving spurious "not loaded" errors after a reload, but now this error can never occur. Resolves a difference in reload between AST and bytecode modes, since bytecode mode isn't surfacing the deferred property.

The mutator has to ensure all writes to the ICData are flushed before we set the
megamorphic bit.
Similarly the BG compiler has to ensure (during cloning of ICData) that all
loads from the ICData happen after we've determined whether the megamorphic
bit has been set.
This allows us to maintain the invariant that if the ICData is marked as
megamorphic, the entries in it will have reached FLAG_max_polymorphic_checks.

Currently the initial mapping for the executable mapping is read-only.
Once the first instruction object was allocated into an OS page we would
map that page as RX. Any further allocations of instructions objects
into the same page would just end up mapping it to RX again (even though
it is already that way).
To avoid those additional protection calls we can map the executable
mapping RX from the beginning (it will be filled with zeros after
allocation).

This reverts commit d6e9e15cf1.
Reason for revert: The recognized kind was likely intentionally
carried over to the DIF, since the inliner doesn't distinguish
between dynamic and non-dynamic call sites for these recognized
method replacements. In addition, the replacements are speculative
and can't handle arbitrary inputs, so deoptimization should end up
re-executing the original DIF call and thus cause an appropriate
type error to be emitted via the DIF.
