This test assumes `gen_snapshot` is available in the build folder where
the test gets run from. Though simarm_x64 is special in that only
test.py knows about the location of the right `gen_snapshot`.
Therefore we skip this test on simarm_x64 (which is '$builder_tag ==
crossword").

Fix an AOT call specialization that broke this relationship.

The Dart runtime will be able to load snapshot blobs appended at the end of
itself.
This is a step on the way to a self-contained native executable.

This adds in a version of the IL deserializer that doesn't actually do
any deserialization yet.
However, it adds in a couple of compile passes that passes the FlowGraph
for compiled functions through the serializer and deserializer. If the
deserialization step succeeds, then the FlowGraph stored in the
CompilerPassState is replaced with the new FlowGraph for the rest of the
compiler.
Also change the default zone handling in the FlowGraphSerializer to use
the zone for the current thread, instead of the zone stored in the
FlowGraph, so that it is appropriately affected by StackZone uses.

* Adds non-static final field printing for `Instance`s
* Adds specialized printing for `Closure`s (tearoffs).
* Instances of `Mint` and `Type` can also appear in constant
pools, so handle both in ObjectToSExp.
* DartValueToSExp is a wrapper method for ObjectToSExp that
also checks to see if the value is defined in the constant
pool. If it is, the object is serialized as a reference to
that definition.
* Reworks the `tmp_*_` fields used for non-reentrant cases
to be per function to make it easier to understand how they
interact. (Only cross-function tmp field that remains is
`tmp_string_`, since its contents are always immediately
converted to a C string and then no longer needed.)

When calling SetupFunctionParameters, Function type arguments were copied into local type parameters. Local type parameters = previous type parameter + function type parameters.
At BuildTypeParameterType(), local type parameters contains duplicated type parameter from function, which ends up with returning wrong type.

Test vm/dart/issue_31959_31960_test is very slow in interpreter-only
debug mode and sometimes times out.
This change reduces sample list created in the test by 10x
(from 100 000 000 to 10 000 000 items). Also, static types are added to
improve its performance in interpreter-only mode.

Regressions in tests:
1) Test language_2/type_alias_equality_test/04 fails similarly to default mode, as VM
does not implement comparison of function types according to the specification.
Previously this test was passing as function types were canonicalized in bytecode,
which was not always correct. This CL fixes the problem with canonicalization of
function types in bytecode and the test starts failing again.
2) Tests standalone_2/entrypoints_verification_test, standalone_2/io/test_extension_test,
standalone_2/io/test_extension_fail_test fail as native extensions are not supported
in bytecode yet. These tests start passing after df5e7aac17,
which switched bytecode tests to kernel service (on x64), because kernel service doesn't
drop ASTs. This CL switches from reading AST library declarations to bytecode even if
AST is not removed, so tests fail again.

Run `pkg/status_file/bin/normalize.dart` across all status files.
This should solve most presubmit warnings about "existing and possibly
new status file issues".
There are remaining issues in pkg/front_end/testcases/strong.status and
pkg/front_end/testcases/text_serialization.status which will need to be
fixed manually.

In the polymorphic and unlinked cases, call to a stub the does a linear scan against an ICData.
In the monomorphic case, call to a prologue of the expected target function that checks the expected receiver class. There is additional indirection in the JIT version compared to the AOT version to also tick a usage counter so the inliner can make good decisions.
In the megamorphic case, call to a stub that does a hash table lookup against a MegamorphicCache.
Megamorphic call sites face a loss of precision in usage counts. The call site count is not recorded and the usage counter of the target function is used as an approximation.
Monomorphic and megamorphic calls sites are reset to the polymorphic/unlinked state on hot reload.
Monomorphic and megamorphic calls sites do not check the stepping state, so they are reset to the polymorphic/unlinked state when stepping begins and disabled.
Back-edges now increment the usage counter in addition to checking it. This ensures function with loops containing monomorphic calls will eventually cross the optimization threshold.
Fixed backwards use of kMonomorphicEntryOffset and kPolymorphicEntryOffset.
Fixed C stack overflow when bouncing between the KBC interpreter and a simulator.
