When uploading CLs, the presubmit checks verify that the lines in the
diff are formatted correctly according to `git cl format runtime`.
However, when `buildtools/<os>-<arch>/clang/bin/clang-format` is
updated, it does not force reformatting of files that would be
reformatted.
This leads to two issues:
* Inconsistent style within the code base and within a single file.
* Spurious reformatting in CLs when (1) clang-format is used on the
whole file, or (2) the diff lines overlap.
`clang-format` doesn't change that frequently, so in general this is
not a large issue, but I've seen a bit too many "spurious formatting,
please revert" comments on CLs recently.
This CL formats the runtime to be in line with the current pinned
`clang-format`:

`git cl format` (which only formats changed lines, and does so with
`clang-format`) seems to not agree with itself, or clang-format, or
cpplint in a handful of places. This CL adds `// clang-format off`
for these. (See previous patchsets for the specific instances.)

For some reason, these assertions fire when snapshots are trained on RBE
inside a docker container. It's potentially a race condition if the
timer resolution is low enough or RBE is lying about the time. However,
there is no need to check if the start time is non-zero since there's
already a running_ variable protecting against stopping times that
haven't been started.

This change removes the extra pass over global object pool after AOT
snapshot is loaded by adding extra kSwitchableCallMissEntryPoint and
kMegamorphicCallEntryPoint object pool entry kinds which are handled
during ReadFill phase.
On a low-end phone and large Flutter app compiled in release mode
with dwarf_stack_traces, FullSnapshotReader::ReadProgramSnapshot time
Before: 232.41 ms
After: 202.43 ms (-12.8%)
Also, this change adds PrintTimeScope utility class which can be used
to measure and print time in release mode without timeline and profiling
tools:

Remodel the top-level isolate summary page.
Add variables to stack frames in the stack trace.
Stop putting small integers and bools in the object id ring.
Rework how we pass down null references (and null-like references like
uninitialized values).
Collect all isolate timers by default.
Change the lifetime of IsolateSpawnState so that we can refer to it
later to know how an isolate started up. Stop pretending that
IsolateSpawnState is a void*. Clean up vestigial IsolateStartData.

after an isolate is created and initialized.
Added an option --use_script_snapshot which creates a snapshot of the specified script in an isolate, shuts that down and restarts on a new isolate and loads the script from the snapshot buffer and executes it.
