Martin Kustermann 698bf0846b [vm] Hoist CStringUniquePtr out of Utils, add CAllocUniquePtr` to simplify code
Hoist `CStringUniquePtr` out of the `Utils` class as there
is no reason it has to be nested inside a class - it just makes
code more verbose.

This simplifies code of the form
   std::unique_ptr<T, decltype(std::free)> a = { nullptr, std::free };
to
   CAllocUniquePtr<T> a;

asiva 8e2acda7d6 [VM] Remove support for --no-sound-null-safety mode
This CL removes support for --no-sound-null-safety option, the VM will
only run sound null safety code.

First part of deleting support for legacy and unsound null safe code.

Derek Xu c09f790d37 [VM/CLI] Remove dartdev.dill
Incompatible VM flags will no longer break the CLI when running from an
AppJIT snapshot, so the fallback logic is no longer required. This CL
thus removes dartdev.dill and the fallback logic.

Ben Konyi c42c76f590 [ VM / CLI ] Run DartDev isolate from snapshot when possible
This change tries to run from dartdev.dart.snapshot and falls back to
running from dartdev.dill if incompatible VM flags are provided.

Fixes https://github.com/dart-lang/sdk/issues/43969

Performance results:

dart test.dart (no CLI isolate): 0.167s
dart run test (from snapshot):   0.208s
dart run test (from kernel):     0.326s

Sigurd Meldgaard ce272daae8 [dart cli]: Use the correct package_config from dart run and dart test
Before `dart run` would always use the package config found by looking up the hierarchy from
whatever we got from getExecutableForCommand.

When that happened to be a precompiled snapshot this would work, because it would be ignored.

But if it would be a dart-file in another package (that would happen if that package is not cached)
we instead should resolve it relatively to the current working directory
(where the pubspec.yaml is also found).

Ben Konyi 9bac327e32 [ VM / dartdev ] Fix issue where hard-coded false value for 'null_safety' flag in dartdev's Dart_IsolateFlags
was overwritten by isolate initialization code

Fixes situation where the following command would fail due to the
dartdev kernel not being compiled with null-safety:

dart --strong-null-safety --enable-experiment=non-nullable run foo.dart

Ben Konyi cb6ed67a73 [ VM ] Fix issue where dartdev's script_uri was being freed prematurely
This was causing flaky failures when initializing DDS as it was invoking
the getVM RPC which in turn sometimes accessed the script_uri after it
had been freed.
