The changes outlined below show a ~26% (256s -> 188s) runtime improvement through local testing on a very large program (~270MB of Dart code). Memory usage seems largely unaffected (6MB difference out of ~9200MB).
- Remove expensive calls from the critical path
- Use `assert` in the _DirectInvocation constructor.
- Wrap `_processNoSuchMethod` call to `tracePrint` in check so string interpolation is avoided.
- More efficient hashing
- Cache `_Invocation` hashCodes in a late final field since these are used in Map/Set lookups.
- Avoid iterator in Args hashCode computation.
- Faster set unions
- Avoid using `for..in` or other patterns that require an iterator (like getRange)
- Preallocate max size array for union list to avoid multiple "grow" operations.
- Use binarySearch to check for containment in sorted array of ConcreteTypes.
- Comparator doesn't take type args into account, so still need equality check for types where classes match.

Before TFA runs, MixinFullResolution will clone a mixin's fields into the application classes for that mixin. The cloned Field on the application class will have a fileUri that refers to the original mixin file.
However, TFA then copies those fields into FieldInitializers which don't have a fileUri context and so the fileUri for the surrounding Constructor is used. This leaves expressions in the initializer with offsets relative to the mixin's file but in the context of the mixin application's file.
To fix this, we can wrap the initializer in a FileUriExpression referring to the original mixin class. We only do this if the field the initializer is copied from refers to a different file than the target constructor.
Also add handlers for FileUriExpressions to several visitors that don't already support this new AST node.

Following the lead of unboxed calling conventions augment
out backend to support passing arguments in registers on
ARM, ARM64 and X64.
Similar to unboxing the calling convention change only applies
to functions which are invoked statically or through
global dispatch table. Functions which are invoked from native
code or directly invoked by dynamic call sites are not allowed
to use register calling convention.
This CL avoid messing too much with call instructions and
instead leans on adjusting existing machinery: MoveArgument
instructions corresponding to register arguments are simply
detached from the graph and are processed as input constraints
by the register allocator.
The computation of the calling convention is centralized in
`ComputeCallingConvention` in `flow_graph.cc` and is used
by callees and callers.
While working on this CL I have also discovered an existing bug

Similar to dart2js --trust-primitives, with --omit-bounds-checks
(implied by -O4) we omit bounds checks in standard library list and
typed array indexing methods, such as `operator []` and `[]=`.
For now this flag does not omit range checks in functions like
`setRange` and `setAll`:
- Functions like `setRange` do more work than functions like `[]` and
`[]=`, and bounds checks are a smaller part of the whole operation.
- For the same reason, and also because they either don't return any
values or have to return boxed (i.e. `getRange` needs to return an
`Iterator`), inlining them is not as crucial as inlining an
`Uint8List.[]` implementation (which avoids boxing when inlined).

When the number of different invocations with the same selector is too
large (due to different arguments), TFA creates an approximate
invocation which uses raw (static) types of parameters.
A new approximate invocation was not queried in the cache and but
could match an existing invocation. This causes a problem as
_DependencyTracker keeps invocations as a Set<_Invocation>, so
duplicate approximate invocation may overwrite an existing
invocation in the dependency tracker, effectively breaking
the dependency chain and preventing invalidation, which could
cause incorrect analysis results and incorrect tree shaking.
This change fixes this bug by adding a lookup of the approximate
invocation in the cache, so duplicate invocation is not created.
Also, TFA heuristic thresholds are extracted to a separate
class to make TFA more configurable and allow writing unit tests
with approximations.

Previously we were reusing the ensureNativeTypeToDartType function to
check that Dart function passed as a callback matches the native type.
This works if the types exactly match, but the subtyping test is
backwards, so it doesn't allow certain cases that should be allowed. The
main case is that when the native function type returns void, the Dart
function should be allowed to return anything.
So I added ensureDartTypeToNativeType, which reverses the subtype test.
As well as making the return types more permissive, this has also
changed what parameters are allowed to be passed to callbacks. For
example, in tests/ffi/vmspecific_static_checks_typeddata_test.dart:80,
passing a Handle to a function expecting an Int8List used to work, but
is now a compile error. I think this change is an improvement, because
previously it would have been possible to pass any type of object to
that callback. So this change turns some potential runtime type errors
into compile errors. But technically I think this is a breaking change.

landed. A new version of package:analyzer and package:dartdoc have
been released. `pub global activate dartdoc` should now work.
Patchset 1 is identical to the original CL.
The only difference is an extra test testing with negative offsets.
=== Original CL description ===
Structs and unions can now be created from an existing typed data
with the new `create` methods.
The typed data argument to these `create` methods is optional. If
the typed data argument is omitted, a new typed data of the right
size will be allocated.
Compound field reads and writes are unchecked. (These are
TypedDataBase loads and stores, rather than TypedData loads and stores.
And Pointers have no byte length.) Therefore the `create` method taking
existing TypedData objects check whether the length in bytes it at
least the size of the compound.

Avoid iteration of all subtypes in RTA when adding selectors which are
already added. This is important when number of classes is very large

On a huge app (41K classes) RTA time 916723ms -> 56297ms (16x faster).

Reason for revert: https://github.com/dart-lang/sdk/issues/54754
Version skew somewhere in the analyzer/dartdoc/flutter combination.
We need to land the fix inside ffi_verifier.dart first, and then
reland the API docs that trigger the code path in the analyzer
that throws the exception.
