[ffi/tests] Split large auto-generated tests into multiple tests
This change tries to avoid timeouts on debug/ia32 bots by replacing
each auto-generated
tests/ffi{,_2}/function_structs_by_value_generated{,_leaf}_test.dart
with 3 separate tests.
Also, --optimization-counter-threshold is increased.
