- Flip flag to make strong null safety the default
- Remove code that auto detects null safety mode from source files,
it is necessary to specify --no-strong-null-safety to opt out.
- Retains sniffing of AOT/JIT snapshots and kernel files to determine
null safety mode, the opt out has to be done when generating these
file.

Handles cases where the SDK is installed on a path which includes
percent encoded characters. The OS doesn't decode these characters, so
decoding them before trying to load a snapshot with said characters in
their path will result in files not being found.

It also changes uses of TARGET_OS_IOS to
DART_TARGET_OS_MACOS_IOS to be consistent with the rest of the
VM.
TargetConditionals.h for XCode 13 defines several
TARGET_OS_* preprocessor symbols that confuse the
Dart build. There is probably a more targeted fix
for this, but renaming the symbols that Dart uses
will also prevent this problem if more symbols
are added to the platform headers in the future.

It relies on flutter copy of clang distribution, same one that is used to build flutter/engine.
It addressed several deprecated warnings from clang compiler for functions like strdup, unlink, etc.
It allows few warnings still since they are triggered in third_party sources.

When VM starts, it will try to find kernel service snapshot which is located together with exe file. However, if symbolic link is provided, the directory to search will become the parent directory of link but not the actual target.
This cl will resolve the symbolic link to find the kernel service snapshot.

Prior to this change, on Linux, if one created a symbolic link to the
dart executable and ran that, the kernel-service snapshot would not be
found. This has the effect of compiling the input script on a
non-trained kernel service, meaning the startup is slower.
This is particularly bad as the debian install of dart creates a symbolic
link to dart as /usr/bin/dart with the target being /usr/lib/dart/bin/dart
meaning that for instance running a hello-world script like one normally
would, `dart hello.dart` would take something along the lines of 3-4 times
longer than if running `/usr/lib/dart/bin/dart hello.dart`.
On my Pixelbook (in crostini) this is ~755 ms vs ~210 ms.
This change does *NOT* fix it on other platforms.

When the `script_uri` argument to the VM has no path separators the
value returned from `DirName` is identical to the input, and it is not
safe to use it as a prefix for concatenating relative paths.
- Compare the dirname against the script URI and use an empty prefix
when they match, indicating we were unable to find a directory.
- Rename `absolute_filename` to `resolved_filename` since it is not
absolute in all cases.

To support this, we need to download the current version during gclient
sync, and change the way the --use-abi-version flag is processed so that
there's a distinction between the current version and the flag being
unset (-1). Also bump the oldest supported ABI version.

The two existing places where IR is built are changed to use this new
helper. It supports running normal JIT/AOT passes as well as a
user-specified set of passes.
In order to allow vm/cc tests to make assertions about AOT pipeline this CL
enables the DART_PRECOMPILER define in run_vm_tests binary (similar to
gen_snapshot, run_vm_tests has now JIT and AOT support)

- Added `Dart_SetDartLibrarySourcesKernel` to the Dart embedding API.
- vm_platform_strong.dill now contains the Dart SDK sources
- If vm_platform_strong.dill is linked into the Dart binary, the first
request for a Dart SDK Script object from the VM service will load the
sources for the script from the linked in kernel buffer.

Given a source file that starts with '#@dill' on a new line, then if the rest of the lines are full paths to the kernel dill files, all kernel dill files will be loaded and executed as single program.
So, for example, given `mytest.dillref` with following content:
```
/projects/mytest/build/bin/main.vm.dill
/projects/mytest/build/packages/mytest/lib.vm.dill
```
invocation of `dart mytest.dillref` will result in loading two dill files and starting combined app.
