This does not necessarily enable the native null assertions by default
everywhere but it is a step on the path to get there.
- The calls to the method that reads this value are only generated in
sound null safety so even if this is true the checks don't happen
in weak null safety. Added a warning when the option is enabled in
weak null safety.
- Many DDC integrations will set the flag manually during the bootstrap.
That setting still overrides the default value being changed here.

- Support interface types without generic parameters in type tests.
- Add '|' symbol to recipes to separate the library identifier from
the type. This is used in the modular setting where types are not
guaranteed to have a unique name.

- Fixes broken benchmarks in ddc because the benchmarks run in
d8 with the ddc module system can handle conflicting library
names more gracefully than es6.
- In the future we need to update the source of truth for
dart_library.js so we can keep the file in sync.
- Removes the ability for ddb to run with any precompiled sdk.js
from a dart installation. Now you must run a build first and
the sdk.js files from that build will be used. This means the
`--debug` flag no longer changes which sdk.js files are used.

Some benchmarks are located in directories named with characters
that are invalid in js identifiers. To generate bootstrapping that
loads these modules import the module builder and use the same
naming method that ddc uses.
These names are directly tied to the version of ddc that produces
them. This solidifies the fact that we really can't rely on using
the ddb script to run ddc from a different commit/build.

Now that the sound null safety mode is a compile time flag
instead of a runtime flag there is no need to set the value in
the bootstrapping code before running main(). The sound and weak
versions of the sdk now have it already set.
Add compileTimeFlag() method that will inline the constant value
directly into the generated output.

* Setting the nonNullAsserts flag in the bootstrapping logic will
enable/disable failing when a null value is passed to a non-nullable
method parameter when running with weak null safety.
* Move the --null-assertions from VM options to the shared options in
the test and use it to set the flag in DDC the entry point.
* Configure other backends to ignore the flag.

Default setting will hide the warnings.
Allow infra to decide if warnings in the browser console will be
shown for null safety errors in weak mode.
Always show warnings when running with weak null safety with our
ddb script and the SDK test_runner.

This works on all browsers, in d8, and supports both dartdevk and
dart2js. In the case of dart2js, this also expands minified names and
inlined data.
The result is presented to users as a separate section, so the original
JS stack trace is printed as is, and a second deobfuscated stack trace
is printed afterwards.

Cleaned up the help message printing and sorted the options alphabetically
since the list is getting longer.
Makes it easier to run a file in the various modes. Will automatically pass
the experiment flag to dartdevc if you run with weak or strong.
Added a verbose mode to print the commands being run with all the args and
environment.

This is the first step in deleting legacy DDC!
* Default all invocations of DDC to run the kernel version.
* Disable all tests that run analyzer DDC.
* Detect the most likely case when invoked with an analyzer
summary and print instruction to update build_web_compilers
dependency.
I will follow up with deletions, and a rename of the test configurations/
builders to reclaim the names (ddc vs ddk, dartdevc vs dartdevk).

This change adds the required support to benchmark DDC just like dart2js.
The ddb tool gains the following options:
--compile-vm-options=VM-OPTIONS
The value of the DART_VM_OPTIONS environment variable set when running
dartdevc. This option is required to measure the memory use of
dartdevc while compiling.
--packages=PACKAGES-FILE
The .packages file to use when compiling. This option is required for
special benchmarks with a .packages in a subdirectory and is generally
useful.
--out=OUTPUT-FILE
Write the compiled javascript to this path and the other generated
files along it. This option makes the benchmark configuration easier
and is generally useful.
The dartdevc and dartdevc.bat scripts in the released Dart SDK now gains
support for the DART_VM_OPTIONS environment variable, just like the dart2js
scripts. This feature is needed to measure the memory usage of the Dart VM
executing dartdevc.
tools/bots/try_benchmarks.sh now tests that ddb can compile and run
benchmarks using the needed features.

- Add arg parsing for both `--observe` and `--vm-service-port` for the
cases where we need to specify a port other than the default. We need
both since we can't treat the same name as either a flag or an option
based on whether a value was given, which is the behavior of the VM.
- Follow the `debug` paths when any of `--debug`, `--observe`, or
`--vm-service-port` is used.
- Whenever using observatory always use `--pause-isolates-on-start`
since the process would otherwise finish before getting a chance to
use it.

This:
(1) Uses dartdevc and kernel_worker directly to build ddk artifacts.
(2) Generates an outline file instead of a full dill file for ddc_sdk.dill.
(3) Fixes source maps in the shipped sdk so that urls from dart_sdk.js.map
have correct relative paths to dart files in the sdk. This won't work with
webdev/build as that copies and serves dart_sdk.js, but it will now be
able to build the sdk directly.
