ricow@google.com 942e3cf4c1 Add a support for a slow marker in status files. 
The reasoning for this is that we want to have a sufficiently low
timeout to catch performance regressions, but still want to maintain
the support for having a few tests that takes a longer time to
complete.

This cl adds 2 slow functions, I will add more if any additional tests timeout on the buildbot.

gram@google.com 8532a6349d Clean up the test wrapper code so that it does not use reportTestError, and made that private. 
The HTML configs still need a way of reporting errors so I added a method to Config which can be used for this purpose. This seems a bit cleaner and more flexible, as configs can now override this.

jackpal@google.com d51cff04c0 Update gyp, keep VS 2008 default for Windows builds. 
Use the environment variable GYP_MSVS_VERSION to override
the default.

all.deps/DEPS now calls tools/gyp_dart.py to generate
the build files. (Previously it called gyp directly.)

tools/gyp_dart.py adds the logic to make VS 2008 the
default build file format on Win32 systems.

The same logic was added to tools/generate_projects.py
which is called by all-deps/DEPS to generate build files
for dart vm sub-projects. These sub-project build files
aren't used in official builds, but apparenlty are used
by some engineers. I don't know how many of those engineers
are building on Windows, but we might as well keep the
two build systems compatible.
