Currently, dart:_js_types types are all typedefs in the web backends.
This leads to inconsistent semantics, since you can statically pass
Strings to JSString, for example. You cannot do this in dart2wasm.
In order to ensure consistent semantics, we reify these types using
a custom @staticInterop lowering. They all get erased to their
respective Dart type. When we have inline classes, these types
should be implemented using inline classes.
Note that Interceptor will not work for this use case. The reified
type of JS primitives are Dart types e.g. String, bool, and therefore
can not be casted to Interceptor.
In order to do this, the eraser is refactored and the JS backends use
shared erasure code to either erase/emit types.
Tests are added to make sure you need to go through a conversion or
cast to pass Dart objects to JS types.

This is part of a series of CLs to enable real deferred loading in DDC.
- Creates a new top-level object in dart_library.js for holding the state/API
for deferred loading.
- Only supported in the DDC module system
This also contains a bunch of cleanup/comments for our internal JS Linter. Notably, 'var' is not allowed, so we're attaching our top level namespace objects to `self`.

Pure interfaces made `interface`s
implementation classes which cannot/should not be extended made `final`.
A class like `HasHMap` which provides the `Map` interface,
and no implementation except factory constructors
for internal implementations, is made `final`.
Unified {List,Set,Map}{Base,Mixin} into their `Base` class.
Deprecations are retained in comments for now, to be landed
separately. Search for '// TODO: @Deprecated'.
Tested: No new test, only adding restrictions on use.

Remove the special case for `class C = Object with M;`
and fall into the same code path that would be used for
`class C2 = BaseClass with M;`
This introduces one new class to the hierarchy but that
class contains the members synthesized on the class. This
ensures they do not get lost during the mixin application at
runtime.
It appears likely that this has been broken for some time and
generating incorrect code when methods require covariant checks.

Reason for revert: Fixes the original breakage by adding an explicit
cast for the map function that's used to compute positional args
of the stub. Adds refactoring to better separate out the logic
between procedure-level and invocation-level lowering configs.
Also refactors optional argument functions so that they can use the
invocation-level lowering configs created in this CL. Also fixes
a small issue where object literal constructors wouldn't work in
dart2js if the surrounding library didn't have a @JS annotation.

There's been some talks about weird failures on DDC and there was
ideas that this was caused by some sort of leak (of kernel libraries).
I haven't really found any "meaningful" leaks that should be able
to cause that.
What I have found is this:
* a temporary leak where the vm seemingly gets "one behind".
That's fixed here by creating a class for the ddc batch compiler,
having things in field variables etc. It shouldn't influence results.
* a leaks via https://github.com/dart-lang/sdk/issues/51317 --- but
that's just wasted memory, I can't see how that should influence
results.
* a leak via kernels dummy nodes --- again it shouldn't influence
results (unless we're leaving dummy nodes in the output somewhere
--- which, considering I'm removing that in my test by null'ing out
the parent pointer and stuff still working I'm guessing we're not).
* another leak via some ports map after a crash, but that seems
to go away on its own (the VM cleaning it up later than I think it
should?). Again it shouldn't influence anything other than
(temporary) wasted space.
I've wired up the leak testing stuff into the DDC batch mode so that
one can go into "leak test mode" by doing `export DDC_LEAK_TEST="true"`
on the terminal (I think `set DDC_LEAK_TEST="true"` on Windows).
Then one could run test.py, say

and attach the leak tester via

Currently this finds - if I recall correctly - 3 leaks (I think all via
the ports map stuff), but it all goes away again on it's own, so likely
another case of the VM somehow getting "one behind".

Adds dart:_js_interop for use in the web backends. This library
only exports dart:_js_annotations' @JS for now. In the future,
we'll add more to this library and mark it public. Also refactors

There are a number of js_util methods that we use for transformations e.g.
_getPropertyTrustType. In order to avoid unnecessary method calls, we inline
them directly in DDC here. This includes:
- _getPropertyTrustType
- _setPropertyUnchecked
- _callMethodUnchecked*
- _callConstructorUnchecked*

Lowers top-level external package:js members to their respective
js_util transformation, taking into account any namespacing in the
member's name. We only do this transformation for code that uses the
@JS annotation from dart:_js_annotations and isn't from dart:ui. This
is to avoid a breaking change for Dart 3. As such, we allow
dart:_js_annotations to be used in some test paths. In the future, we
will export the dart:_js_annotations @JS annotation through
dart:js_interop instead.
