Suppress get_drt/dartium download if an executable is provided via flag
...
Note, the Dartium win bot was hanging (I believe timing out) at this
point running the webdriver test even though it was providing its own
binary. I had commented out the webdriver test - this CL should
enable it to work again.

Add handler for Process.onError in test_runner.dart.

The handler prints informaion, and does nothing. This reproduces the current behavior with no handler, and is a first step to handling this error correctly.

unittest step 3 and 4: remove TestFramework.dart, make test.dart use

unittest.dart, so tests written with it will work both in the vm and browsers.
This involved a few changes:
- removing uses of TestFramework, use unittest instead (in test.dart and some
isolate tests)
- making test.dart use unittest and html_config to wrap standalone tests as
browser tests. This is done for tests written with or without unittest
- unittest: trap errors at the top-level, so we can detect errors during setup,
but also to detect normal failures in tests that are wrapped by test.dart.

This will be used to remove the Dartium usage of minfrog. From a dartium enlistment, the following will work.
To test with frog:
./dart/tools/test.py --compiler=frog --frog=/usr/local/google/vsm/git/src/dart/frog/frogc.dart --shell=./out/Release/dart --runtime=drt --drt=./out/Release/DumpRenderTree --mode=release client/html
To test with dart2js:
