Terry Lucas ef6273cba0 Dart Web Libraries re-generated based on Chrome 63 WebIDLs. 
This is a migration of 13 Chrome release about 1.5 years of Chrome releases.
Update PYTHON scripts for cleaner and easier rolling.

Jacob Richman b546d05362 TBR. Add back fix to the misleading types for onError. Otherwise, html/worker_test/functional fails due to the browser itself throwing an event of type Error that is not an ErrorEvent.

Terry Lucas af562187bc Chrome moved clipboardData from Event to ClipboardEvent for security clipboard can only be accessed during a onCut/onCopy/onPaste event. 
The polyfill class KeyEvent can no longer access clipboardData without listening for the cut, copy or paste event.

Primary issue was resolving the media events (over and over and over). Tried to cache all resolved events but ran into complications with dart2js suppressions.

Takes it down to ~12-15s on my machine.

We were already doing this for Window, but they just got added to Element & Document in Chrome 32. Suppressing them as they aren't needed and can be used from MediaElement already.

blois@google.com 881e456c21 Cleaning up some DOM APIs which were marked as deprecated because they were moved or renamed. 
There were basically two issues:
- localName and namespaceUri moved from Node down to Element.
- The transitionEnd event was polyfilled based on the deprecated webkitTransitionEnd event, so it was switched to the standard transtionEnd.

The Attr change was needed because the node map was using localName on Attr (inherited from Node), when it should have been using name. Attr is not actually exposed anywhere, so made it private.

We had some discrepancies where interface lookup was using interface.doc_js_name but member lookup was using interface.id.

Standardized on interface.id.

Also updated the @DomName annotation to always use the JS interface name, which should help with MDN fallback documentation.

blois@google.com 72cf63c068 Refactoring DOM annotations and comment generation, adding DOM API triage list 
This pulls the annotation and comment code out of generator.py and into a Metadata class, which is also tracking new APIs from the IDLs.

Right now the API triage list is being updated when new members appear, but is not adding any metadata to the Dart APIs. Of note for the triage list is that there are currently 437 untriaged members- these are all of the APIs which have either been introduced, renamed or moved in the past week.

Basically removing the event stream providers from Document and Window for events which are also declared on Element. The streams themselves are still exposed, just that a single provider is now on Element.

Also removed MediaElement events from Window, as they are duplicative and should be accessed via the MediaElement provider.

I was also hoping that this would have some JS size benefits, but I'm not seeing any.

This exposes all DOM events as streams. This keeps the current DOM event syntax as well, I'd like to make sure this API is stable before deprecating the old syntax, then we'll remove it a while after that.

I made an initial stab at getting the event types correct for the streams, though it's not documented very well and frequently inconsistent between browsers. Hopefully it's close, and I imagine there will be changes to come.
