Terry Lucas ef6273cba0 Dart Web Libraries re-generated based on Chrome 63 WebIDLs. 
This is a migration of 13 Chrome release about 1.5 years of Chrome releases.
Update PYTHON scripts for cleaner and easier rolling.

Bob Nystrom a80b71fc15 Fix issues around "utils.dart" and "util.dart" in lib_2/html. 
- "util.dart" is completely unused, so deleted.

- We had two copies of "utils.dart" in two directories. It needs to
  exist in both places, but doesn't need to be copy/pasted. Replaced
  one with an export of the other.

- Fixed bad import paths to "../utils.dart" in html/custom/ tests.
  These were causing those tests to crash DDC. (Now most are instead
  failing because of #31577, so it's not a *huge* improvement, but it's
  a step in the right direction.)

- Don't use unittest in utils.dart.

Bob Nystrom 307742d07e Move tests from package "test" (back) to "unittest". 
Since unittest is known to work with test.dart as a test runner and is
strong mode clean, it's a safer bet than test.

Ben Konyi 7ea539a4c5 Migrated test block 190 to Dart 2.0. 
Migrated multiple tests from unittest->test, fixed small strong mode
issue in cross_frame_test.
