Special items in this block:
- checked_mode_helper is a helper library that needed extensive modifications. Fixing it up for Dart 2.0 meant simultaneously migrating
its users in blocks 113 and 163. Renamed it to dynamic_type_helper to try to reflect what it's actually doing now.
- Many minor breakouts of compile-time errors and conversion from static warnings.

Update all tests
Support //# multitests for better dartfmt compatibility and fewer multitest false positives
All files under tests were manually updated with
find . -iregex '.*\.dart$' -print0 | xargs -0 perl -pi -e 's/(\S\s+)\/\/\/ /$1\/\/# /'
For now both old and new styles are allowed to accommodate CO19 tests.

Move check for duplicate interfaces from parser to class finalizer.
The parser only compared interfaces by name, which did not work
properly for qualified (imported) names. Now the check happens in the
class finalizer after types are finalized.
Sadly, our test harness does not appear to know how to handle multitests
that import libraries.
