Exposing Point & Rect types
This exposes ClientRects as Rects and exposes UIEvent.clientX/Y properties as Points.
This also deprecates the UIEvent.clientX/Y properties.

Deprecating old DOM event APIs.
This also exposes EventTarget.dispatchEvent. We had discussed naming this as 'dispatch', but it seems a bit safer to use 'dispatchEvent' to avoid potential name conflicts.

Adding support for the MouseWheel event in Streams.
In order to test this I also needed to add a constructor for the MouseWheel event, which complicated things.
In general, wheel events are incredibly fragmented across browsers.
