Erik Corry 5c7804fe32 [VM] Add SIMD arrays to raw snapshot code
This has not been done earlier because no decision was made about
how to handle endian issues. This change assumes the same low
level format at either end of the serialization/deserialization.

Zachary Anderson 71d356d5fe [fuchsia][dart:io] Allow the embedder to specify handles for stdio
The content handlers on Fuchsia can potentially give each Isolate
different handles to use for stdout and stderr. This change provides
a hook for an embedder to call to supply the handles to Dart, and
removes hardcoding of stdio handles to 0, 1, 2.

Martin Kustermann 19b0f51add Revert "Make the decision, on whether to start the kernel isolate, liberal."
This reverts commit 8986a85426.

Reason for revert: This broke our sim* builders, for example:

  python tools/test.py -mdebug -c dartk -a simdbc64 service/next_through_assign_int_test

  ...
  ../../runtime/bin/main.cc: 202: error: expected: kernel_program != NULL
  ...

Unfortunately our sim* builders don't send out emails to authors because
they were setup with the new LUCI infrastructure. This causes failures
like this to not get noticed in time.

James Robinson 138d587e3a [gn] Remove uses of is_fuchsia_host GN variable
Some parts of the Dart build need to be customized when running the
host steps for a build ultimately targeting a Fuchsia build. This was
set by passing a special GN variable indicating that a configuration
was a host configuration targeting a Fuchsia build, but the built-in GN
variable 'target_os' has the same result as it is the same across all
toolchains in a particular build. This replaces the test:
  is_fuchsia || is_fuchsia_host

with the equivalent:
  target_os == "fuchsia"

and the less common:
  is_fuchsia_host

with:
  target_os != current_os && target_os == "fuchsia"

Martin Kustermann 84e7bef26d Reland "[VM] Allow the inlining code to inline implicit getters even if a StaticCallInstr is used"
This also changes the implementation of Function::LookupImplicitGetterSetterField to **not** use
token positions for finding the right field, but rather the name.

Martin Kustermann fd16b58955 [VM] Allow intrinsification of implicit field getters in checked/strong mode
Since implicit field getters have the receiver as the only argument
(on which don't have to perform any type checks), we can allow
intrinsification of implicit getters even in checked/strong mode.

Jens Johansen b28efdc66b [kernel] Allow VM to skip kInstantiation from dill file
A new Expression was added in bc2560069a
but C++ wasn't updated to handle it.
The crash reported in 31868 is caused by trying to skip past such an
expression, which is now possible.
Actually using that expression is still unhandled though, although thats
a separate issue.

Fixes #31868.
