This is a cut of the work that Todd and I collaborated on in the reload branch.
In this CL, we've dropped the loader port hacks, in other words, on stack reloading in the standalone embedder does not work yet.
- [x] Support for hot reloading of isolate source code
- [x] Unit test harness and many tests
- [x] Service protocol and Observatory support
- [x] Product build does not include support for hot reloading.

- Use TokenDescriptor instead of intptr_t for all token positions.
- Use TokenDescriptor in raw_object instead of int32_t.
- TokenDescriptor is a POD with an int32_t (this shrinks the size of AST and IR nodes by 32-bits on 64-bit architectures).
There are some cleanups I plan on doing as a follow up CL:
- Replace TokenDescriptor::value() with TokenDescriptor::TokenPos()

- Rework token position address space.
- Use ClassifyingTokenPositions::kMethodExtractor for the token position of a method extractor.
- Plumb token positions through all of Ast Transformer.
- Plumb token positions for temporary expressions, etc in Flow Graph Builder.
- Add token positions for parts of the await machinery.
- Move ClassifyingTokenPositions into token.h.
- Remove default token position of Scanner::kNoSourcePos for many IR instructions.
- A couple of unit tests.
- Use synthetic token positions for synthetic AstNodes.
- Fix SLEB128 encoding / decoding + test
- s/Scanner::kNoSourcePos/Token::kNoSourcePos.
- Remove >= 0 and < 0 checks against token positions and use helpers instead.

Remove unused branch/call macro instructions from the assembler.
Setup a frame and pool pointer when invoking leaf runtime functions (in the
deoptimzation stub and store-buffer update stub).

Also, set up a stub frame with object pool loaded in all stubs on those
platforms. This is a preparation step to making code relocatable.
ia32 is not affected because there is no object pool.

This change makes CTX available by not caching the current
context while in Dart code. Instead the current context
is held in a local variable (:saved_current_context_var) and
is passed as argument in CTX at calls.
This also simplifies a lot of code in the debugger: As a result,
Isolate::top_context is not needed anymore since the current context
can always be extracted from a Dart frame.

By moving all stubs that do runtime calls into the isolate
we don't need to cache the current isolate in each context
object.
This saves space on each context at the cost of duplicating stubs
in each isolate. Most stubs are already isolate-specific and the total number
of stubs is small enough for this to be a good trade-off.

1. Build script tools/build.py now actually builds X64 target when x64
is passed as an architecture:
- GYP files set 'msvs_configuration_platform': 'x64' for Win_x64
configuration;
- NSS related files are fixed to have correct set of defines for ia32
and x64 builds and include right files. A os_windows.c file added to
work-around inability to have different sets of source files per
configuration. Originally this was controlled through target_arch GYP
define and required regeneration of the solution.
- build.py passes Win32 or x64 platform to devenv as part of build
configuration argument;
2. Dart VM now supports Win64 ABI. ABI description is moved into a
separate class CallingConventions in constants_x64.h.

Until now the parser marked native functions as native when parsing.
This may be too late for some functions. E.g. the native typed list
constructor may not be invoked because the intrinsic code is executed
instead (unless for example new-space allocation fails).
This causes missing type information when optimizing functions using
those recognized factory functions like Uint8List._new.

The stack frame iteration during GC was missing one slot in stub frames that
did not save the pool pointer.
- This change makes all stub frames uniform, i.e they always save/restore the pool pointer. This ensures that we will traverse all slots on the stack.
- A new constant called kFirstObjectSlotFromFp has been added which is used as the slot to start stack traversal.
(The ARM and MIPs changes will be in a different CL)

Add flag --deoptimize-alot, which will lazily deoptimize all live optimized frames. Currently only the presence of deoptimization information is checked.
Add kDeoptAfter deoptimization point, which is the continuation for lazy deoptimization, after a call. Rename kDeopt to kDeoptBefore.
Removed a tests case that called into a native without properly setting up a Dart frame (Ok-d by Siva).
Native functions are not optimizable.
TODO: Split deoptimization information from DeoptimizationStubs. Check for redundant PcDescriptor information (what can be merged, especially at calls).
