Zachary Anderson 9c40a7e662 Reland: [dart:cli] Adds waitFor(Future)
This is a reland of https://dart-review.googlesource.com/#/c/sdk/+/28920/
with the following changes:
- It creates a new library dart:cli
- waitFor(Future) goes in dart:cli instead of dart:io
- Removes a flaky test, and adds a missing precompiler entrypoint
- Adds waitFor(Future)
- Improves doc comments

fixes #31102

Dmitry Olshansky 170aa90158 Re-landing of "replace TrySync with Metadata".
Use that to sync variables to predefined stack
slots inside of exception handler, not before
each MayThrow() instruction.

In JIT mode we can avoid storing extra metadata
by using deopt info instead.

Introduce caching of metadata and
exception handler based on PC.

Regis Crelier 54c1cbd6ea Introduce a flag --limit-ints-to-64-bits in the VM in order to investigate the
use of Bigint (see issue #28595).
A RangeError with the message "Integer operand requires conversion to Bigint" is
thrown when a Bigint gets allocated. However, parsing a Bigint literal in Dart
source will not throw the RangeError (as long as the literal is not used).

Todd Turnidge 5ed13d3298 JumpToFrame refactor
- Refactor the JumpToExceptionHandle code so that it is now built from
  two pieces: JumpToFrame and RunExceptionHandler.

- Refactor the Simulator::Longjmp() code so that it is no longer
  exception-specific.  Instead it uses the RunExceptionHandler stub.

This makes it so that the JumpToFrame stub and Simulator::JumpToFrame
have the same semantics.  This will make it easier to land the Rewind
changes I am working on.

There are some oddities for dbc.

Zachary Anderson 103881d01c Make header include guards great again
i.e. #ifndef VM_WHATEVER -> #ifndef RUNTIME_VM_WHATEVER

This lets us remove a hack from the PRESUBMIT.py script that existed
for reasons that are no longer valid, and sets us up to add some
presubmit checks for the GN build.

Matthias Hausner 3e0d13bc28 Make compile-time errors catchable
If an error happens during the compilation of a function body, an Error is thrown which can be intercepted, and ensures that finally blocks are executed before the isolate is terminated.

The language spec is vague about compilation errors. A doc describing the intentions behind this CL is at

Notice that the stack trace points to the call site of bad(), not the text location of the syntax error. That's not a bug. The location of the syntax error is given in the error message.

John McCutchan d77d376124 Replace intptr_t with TokenDescriptor
- Use TokenDescriptor instead of intptr_t for all token positions.
- Use TokenDescriptor in raw_object instead of int32_t.
- TokenDescriptor is a POD with an int32_t (this shrinks the size of AST and IR nodes by 32-bits on 64-bit architectures).

There are some cleanups I plan on doing as a follow up CL:

- Replace TokenDescriptor::value() with TokenDescriptor::TokenPos()

Eliminates the generation of field initializer functions by the parser.
Adds a runtime call that creates a one-shot function to evaluate the
initializer of a static field. The runtime function gets called from
the implicit static getter function for the field.

- implicitly store a full stack trace in Error objects when they are thrown.
- the shlFromInt on Mints and Bigints was trying to allocate a new OutOfMemory
  exception objects instead of using the pre-allocated exception object.
  Made the implementation of these methods native so that they can use the
  pre-allocated object.
- Ensure that it is not possible to allocate new OutOfMemory or StackOverflow
  exception objects.
