The option is not used by any client at this time and removing it simplifies the
next stack of changes I'll be making on how we compose file systems.
I also don't believe we will necessarily add this back as an option, but instead
it might be that clients requriing hermeticity will provide a custom file system
that helps with that.

To enable bytecode generation, toggle kEnableKernelBytecode flag at
the beginning of pkg/vm/lib/bytecode/gen_bytecode.dart.
This will also enable generation of bytecode in platform dill files.
Also, bytecode generation can be enabled using --gen-bytecode option of
pkg/vm/tool/gen_kernel.
In kernel binaries, the generated bytecode and constant pool are
placed into 'vm.bytecode' metadata attached to members.
pkg/vm/tool/dump_kernel tool can be used to disassemble
bytecode and print constant pool.
Differences between generated bytecode and original DBC are
described in pkg/vm/lib/bytecode/dbc.dart.
Format of constant pool is described in
pkg/vm/lib/bytecode/constant_pool.dart.
Currently, only a small subset of Dart language is supported.
Bytecode generator will not emit vm.bytecode metadata for a
member if its body has an unsupported operation.

We add two things:
* --print_instruction_stats makes compiler dump per IL instruction size
breakdown (how many bytes of code were produced from specific instruction
kinds). This was largely implemented by kustermann@ in
https://codereview.chromium.org/2584613002/ and this CL does only few changes
to the original implementation, namely more uniform handling of slow-path code
and puts statistics object into RawInstructions (which has free space due to
alignment) instead of RawCode.
* --print_instructions_sizes_to=symbols.json makes compiler dump per Instruction
object size breakdown into a JSON file. This JSON file can later be processed
with pkg/vm/tool/run_binary_size_analysis.dart script to produce interactive
binary size diagram similar to runtime/third_party/binary_size tool.

This CL adds auto-generation of entry points JSON file for standalone VM
during build (in runtime_kernel target, as it is only used for
kernel-based transformation).
pkg/vm/tool/precompiler2 script is changed to automatically pass
auto-generated entry points to gen_kernel.
New option --entry-points is added to pkg/vm/bin/gen_kernel.dart in order to
specify custom entry points files.
Checked-in entry_points.json is still used for testing and in gen_kernel
if --entry-points is not specified.

Kernel has a global variable globalDebuggingNames which contains
NameSystem. NameSystem permanently holds certain kernel AST objects
(via various Namers). Calling toString() on a kernel AST object may
permanently add it to a global NameSystem, leaking memory.
It becomes a problem when gen_kernel is used in batch mode by
test tool. In such case, resident gen_kernel process is reused
to perform multiple compilations, and globalDebuggingNames
accumulates garbage kernel AST objects from finished compilations.
In this CL, globalDebuggingNames is reset after each compilation
in batch mode of gen_kernel.

The approach works as follows:
Step 1: Kernel transform. Under the closed world assumption compute the
set of selectors dispatched dynamically, then mark all procedures that don't
match any of those selectors as 'not-dispatched-dynamically'.
Step 2: VM backend. When building IR for a function if this function was
marked as not-dispatched-dynamically then omit type checks for any parameter
that is not marked as generic-covariant-impl, as such arguments are guaranteed
to be checked on the caller side (by front-end).

Alternatively to annotating individual procedures, I considered annotating Program node
with a set of dynamically dispatched selectors. Decoding and passing this information
around proved to be quite cumbersome in the "streaming" world, so I opted for a simpler
approach where all individual procedures are annotated.

Reland of https://dart-review.googlesource.com/c/sdk/+/29160
Adds a 'severity' field to diagnostic messages and replaces all
addWarning and addNit functions by a generic addProblem, which uses
the intrinsic severity of the message. Eventually, errors should
also be reported this way.
A special severity value maps into either warning or error for Dart 1
and Dart 2, respectively. Most Dart 1 warnings are in this category.
Fixes some 320 failures of DDK test expecting a compile-time error.
These were previously masked by a workaround in the DDC error handler
which has now been removed.
