This is a reland of commit cb9ecbc363
This reland only turns on the entry point verification flag by
default in AOT mode. After Flutter tests that use native access
in JIT mode have been appropriately updated, a followup CL will
turn this flag on by default in JIT mode as well.

It relies on flutter copy of clang distribution, same one that is used to build flutter/engine.
It addressed several deprecated warnings from clang compiler for functions like strdup, unlink, etc.
It allows few warnings still since they are triggered in third_party sources.

2. Adjust the Dart front end to not require a 'main' method when the in memory filesystem is used, this allows execution of VM unit tests which all do not necessarily have a 'main' method (integrated CL from siggi)
3. Change kernel reader to not look for a 'main' methos when Dart_LoadKernel is called.
4. Change Dart_LoadScript to also support loading of dart programs when Dart front end is used

- uses thread execution status transition to track when a thread is in a safepoint or needs to block for a safepoint
- introduces a monitor per Thread object
- uses a per thread safepoint handshake between the thread requesting a safepoint and the requested thread.
The ThreadRegistry class now contains only the thread list for an isolate and the functionality of scheduling a thread onto an Isolate and unscheduling it from teh isolate. We could fold this functionality into the Isolate class in a different CL.

Three types of fixes:
1. Remove redundant const_cast
2. Remove const_cast by adding const when appropiate.
3. Remove const_cast by removing const (e.g. places where we call free with it)
For now I only fixed places where the fix is local enough - i.e. does not require
changed a large amount of code.

strings. One byte strings are retained for pure ASCII strings.
(The language specification was changed recently to reflect this as
follows "A string is a sequence of UTF-16 code units").

big global change, so let me explain in more detail. This refactoring CL does
the following:
- moves all the dart code for isolates in a common library (lib/isolate)
- changes frog to understand 'dart:isolate' imoprts by loading the code from the
location above.
- changes the vm to undernstand 'dart:isolate' imports by creating a separate
library that is part of the bootstrap. This follows the same code-structure
that Todd suggested in his CL introducing the mirror library
- changes dartc to use the shared isolate library as the source of truth for
type checking. I left around some of the internal js code in dartc so that the
backend continues to work for apps that don't use isolates.
- changes all tests that use isolates to import the library explicitly (this is a large bulk of the files in this CL)
- changes test status for tests we can't fix in this repo (e.g. co19)
- splits the isolate library code to make it possible to preserve some tests
without exposing internal types (e.g. tests about
serialization/deserialization)
- changes the create_sdk script to copy the isolate library to the sdk
- includes the isolate library in dartdoc
I'll wait for at least one lgtm from each area (dartc, vm, frog, sdk)
There is one important pending thing this CL doesn't do:
- update test_runner.dart: This should be updated next time we upload the new
binaries to tool/testing/bin
- dartium specific changes: Vijay, is there anything I need to do for dartium?
