Cleaning up some DOM APIs which were marked as deprecated because they were moved or renamed.

There were basically two issues:
- localName and namespaceUri moved from Node down to Element.
- The transitionEnd event was polyfilled based on the deprecated webkitTransitionEnd event, so it was switched to the standard transtionEnd.
The Attr change was needed because the node map was using localName on Attr (inherited from Node), when it should have been using name. Attr is not actually exposed anywhere, so made it private.

Changing metadata lookup to always use interface.id

We had some discrepancies where interface lookup was using interface.doc_js_name but member lookup was using interface.id.
Standardized on interface.id.
Also updated the @DomName annotation to always use the JS interface name, which should help with MDN fallback documentation.

Refactoring DOM annotations and comment generation, adding DOM API triage list

This pulls the annotation and comment code out of generator.py and into a Metadata class, which is also tracking new APIs from the IDLs.
Right now the API triage list is being updated when new members appear, but is not adding any metadata to the Dart APIs. Of note for the triage list is that there are currently 437 untriaged members- these are all of the APIs which have either been introduced, renamed or moved in the past week.

This also exposes EventTarget.dispatchEvent. We had discussed naming this as 'dispatch', but it seems a bit safer to use 'dispatchEvent' to avoid potential name conflicts.

Removing redundant event streams.

Basically removing the event stream providers from Document and Window for events which are also declared on Element. The streams themselves are still exposed, just that a single provider is now on Element.
Also removed MediaElement events from Window, as they are duplicative and should be accessed via the MediaElement provider.
I was also hoping that this would have some JS size benefits, but I'm not seeing any.

Adding streams to dart:html.

This exposes all DOM events as streams. This keeps the current DOM event syntax as well, I'd like to make sure this API is stable before deprecating the old syntax, then we'll remove it a while after that.
I made an initial stab at getting the event types correct for the streams, though it's not documented very well and frequently inconsistent between browsers. Hopefully it's close, and I imagine there will be changes to come.
