The issue with the original was that addEventListener was changed to private, but this caused the IDB classes which override it to not override it any longer. This was breaking C++ multiple inheritance type casts. Fix is to make addEventListener public.

Cleaning up some DOM APIs which were marked as deprecated because they were moved or renamed.
...
There were basically two issues:
- localName and namespaceUri moved from Node down to Element.
- The transitionEnd event was polyfilled based on the deprecated webkitTransitionEnd event, so it was switched to the standard transtionEnd.
The Attr change was needed because the node map was using localName on Attr (inherited from Node), when it should have been using name. Attr is not actually exposed anywhere, so made it private.

The observePath/PathObserver code is written from scratch, but inspired by change_summary. I tried to keep it simpler; it does not support dirty checking. There's no good way to do that until we get dart:mirrors.

Changing metadata lookup to always use interface.id

We had some discrepancies where interface lookup was using interface.doc_js_name but member lookup was using interface.id.
Standardized on interface.id.
Also updated the @DomName annotation to always use the JS interface name, which should help with MDN fallback documentation.

A couple changes which clean up some of the DOM class names:

Changing the default name to use the JS interface name rather than interface ID- this fixes a couple of cases like DOMSecurityPolicy where the spec name is SecurityPolicy. This also picks up more names as being 'WebKit' prefixed.
I made the class names automatically strip the WebKit prefix and also automatically add the experimental attribute. Like we already do for member names.

Refactoring DOM annotations and comment generation, adding DOM API triage list

This pulls the annotation and comment code out of generator.py and into a Metadata class, which is also tracking new APIs from the IDLs.
Right now the API triage list is being updated when new members appear, but is not adding any metadata to the Dart APIs. Of note for the triage list is that there are currently 437 untriaged members- these are all of the APIs which have either been introduced, renamed or moved in the past week.
