Change new List(n) to return fixed length list.
Deprecate List.fixedLength, add List.filled.
Make Iterable.toList and List.from take "growable" argument,
defaulting to false.

- Fix another side effect issue: never add AstNode to sequence unless they are a statement. Added tests. LoadLocal has now an optional pseudo input.
