This is part of getting custom element lifecycles working in Dart and follows the same model that V8 is using. Basically it ensures that the lifecycle events are processed after any operations which may have custom element side-effects.

First patch is the original, changes were:
- Shadow DOM upgrade landed as separate CL
- CustomElement polyfill wasn't always firing WebComponentsLoaded event (causing timeouts on FF and IE), fixed polyfill.
- Dartium test exclusions were not working

Remove spawnDomFunction from dart:html

Note, spawnDomFunction is still used under the hood in Dartium to
implement Timers and printing in background isolates. I don't think
this is necessary, but I'll clean up in a separate CL once we decide
what we're doing with background isolates.
