This CL is part of an effort to bump the SDK requirement to `3.12.0-0`
for all the packages in `pkg` that are not published to `pub`, so that
we can get better testing of the "private named parameters" feature.
(Packages that *are* published to `pub` can't be safely bumped yet,
because SDK 3.12 hasn't been released, and I don't want to block those
packages' ability to publish useful updates to customers.)
This change covers the following packages, which are owned by
OWNERS_VM:
- pkg/dart2bytecode
- pkg/dart2native
- pkg/dtd_impl (jointly owned with OWNERS_DEVTOOLS)
- pkg/mmap
- pkg/observatory
- pkg/vm
Changes to `pubspec.yaml` files were made manually.
Changes to `.dart` files were made automatically, using `dart
fix`. Two kinds of changes were made:
- Migrate to using private named parameters where it is possible to do
so without changing semantics. Note that this migration is
conservative; see https://github.com/dart-lang/sdk/issues/58607 for
details.
- Migrate to using null aware elements.

This CL adds a new `can-be-used-as-type` section in the dynamic
interface to expose the type of a class or extension type, without
making them callable or exposing their members.
Details:
* add the new section to the documentation
* add support in the TFA transformation to annotate kernel nodes
* add support to the validator to check for proper usage from dynamic modules
* add CFE, transformation, and end2end tests.
The CL ignores DDC and Dart2wasm at the moment and we intend to approve
any failures. It's possible that DDC works due to its modular nature.

Before this CL, we were only recording constants once, in the first
loading unit that they were found. Now, we record them in all loading
units.
The different backends have different behavior, so for now this CL
special cases some of the test expectations. It would be better to
write these tests in a different way: For example reading the json
file and seeing that we find at least two different loading units.
Also, the implementation uses the fact that we're not using source
information anymore. We should consider simply removing it from the
dart2js backend.

This change includes an initial implementation of the new VM service
implementation based on `package:dart_runtime_service`, along with the
necessary plumbing to start it in place of the legacy VM service
implementation.
The entrypoint for the new VM service implementation is located in
dart_runtime_service_vm/bin/vm_service_entrypoint.dart, which is
compiled into AppJIT and AOT snapshots when the
`--include-experimental-vm-service` flag is provided to `build.py`. To run
the VM with the new VM service implementation, the
`--experimental-vm-service` flag must be provided.
Currently, the experimental VM service implementation supports:
- User specified ports
- Authentication code flags
- Enabling the HTTP server via SIGQUIT
- Some service protocol RPCs that don't require an isolate ID (e.g.,
`getVM`)

Adds a new isInvisible flag for both FunctionDeclarations and
ClosureDeclarations and sets it if the function or closure declaration
is annotated with @pragma('vm:invisible'). This way, function visibility
is appropriately recorded even if options.emitAnnotations is false.
The bytecode reader checks for the isInvisible flag when reading
FunctionDeclarations and ClosureDeclarations and appropriately
sets the is_visible flag for the Function object accordingly.

The lowering is used by both the VM and the bytecode generator, and this
CL is a part of the work to migrate the bytecode generator to the new
variable model of the CFE. The migration is done in such a way that both
the old and the new variable models are supported by the transformation.

Dart2wasm has a bunch of optmizations/lowerings that the VM doesn't
have for enum instances.
Some metadata that we don't want to lose for enum const instance:
* Don't tree-shake any instance fields of classes and enhanced
enums annotated with `@RecordUse()`. (TFA)
* Don't let the `index` and `_name` fields be tree-shaken away (TFA).
(Achieved by adding pragma.)

This introduces an `extension` yaml key, similar to `extension_type` to
the dynamic interface.
The validator uses the key to find extensions. Test coverage added
similar to the previous change.

Being the target of a redirecting factory means there is one more way
to create instances of your type. So, we need to record them.
For redirecting factories we actually have a fair bit of info,
everything can be statically resolved. So we don't need to record
redirections like tearoffs, we can actually record them like direct
calls to the constructor or even as consts instances for const
redirecting factories.
Note: This CL doesn't added redirecting factory tearoffs.

To cover the feature set of the Flutter Icon Tree Shaker, we must be
aware of all non-const ways an object of a type can be created for
which we are recording the const instances.
(For more info see https://github.com/flutter/flutter/issues/181342.)
So, record all constructor invocations, and all constructor tearoffs.
The VM preserves high-level Kernel AST nodes, requiring minimal
changes:
* Direct handling for ConstructorInvocation and ConstructorTearOff.
* `isBeingRecorded` to recognize unannotated constructors.
WASM enables more CFE lowerings, requiring more unmangling:
* The CFE replaces ConstructorTearOff with a
StaticTearOff to a synthesized wrapper (e.g., _#Class#new#tearOff).
* Logic to skip the bodies of tearoff lowerings.
* Expanded ConstantCollector to handle StaticTearOffConstant and
RedirectingFactoryTearOffConstant, which are used in WASM's lowered
constant pools.
* Updated `isBeingRecorded` to map synthesized procedure names back
to their original constructors to determine if they should be
tracked.
The dart2js backend is fairly straightforward.

The unique IDs are assigned during VM-specific lowering transformation
and recomputed during TFA tree shaking.
The IDs are not assigned when local function AST nodes are created
as it makes certain AST transformations very fragile (e.g. moving
a sub-tree to another parent, cloning a tree to insert into another
member).
The IDs will be used to identify local functions within a member by
the VM and different compilers (dart2bytecode, modular AOT).

The quest for unmangling the lowerings that the CFE did to record
uses continues.
Some new lowering info has been added to the lowering predicates.
Also beefs up the testing of extension methods. This PR adds

* The backends piece together the information of the original
definitions by undoing the name mangling.
Classes, top-level methods, and static methods have the kind and
disambiguator now.

* Correctly report `NonConstant`s only for non-constants and
`UnsupportedConstant`s for unsupported constants.
* Added support for partial constants in `List`s, `Map`s, and
instances.

Record only for definitions in libraries with a `package:` uri.
* Converts all the tests to be in packages.
* Bonus: This removes the uri-mapping in equality checks.
* These packages are added to the root pub workspace.
* For the dart2js tests we need to do some juggling to keep the
tests files in memory.
* Only support `package:` uris
* Removed all the `relativizeUri` code for file paths.
* Start emitting errors on non `package:` uris with a `@RecordUse()`
annotation.
Unrelated cleanups:
* We no longer support recording const instances in annotations, this
PR cleans up code in `kernel` and `type_flow`.
