Work towards #60635
In this change, we rework the AnalysisErrorListener deprecation to
better support users who have their own class that implements
AnalysisErrorListener. This change introduces a sealed supertype,
DiagnosticOrErrorListener, with the old implementation,
AnalysisErrorListener, and the new implementation, DiagnosticListener,
as its sole direct subclasses. Users who have implemented
AnalysisErrorListener should be able to instead implement
DiagnosticListener, and their class is an acceptable instance of
DiagnosticOrErrorListener, wherever that is needed.
In a breaking change we can drop AnalysisErrorListener and deprecate
DiagnosticOrErrorListener, and in the next breaking change, we can drop
DiagnosticOrErrorListener.

I tried to keep this minimal but still sensible:
* Rename AnalysisErrorListener and all subtypes to use 'Diagnostic'.
* Rename all instantiations of such classes if they previously
contained the word 'error'.
* Rename `RecordingDiagnosticListener.errors` to `.diagnostics`.
* Rename some _testing_ instance members that had the word 'error'
to instead use 'diagnostic'.

This adds the dart:_macros library to the SDK and adds support for accessing dart:_macros from package:macros. The library is not used yet.
This change is needed as a prestep to adding the package:macros and using it in the CFE and analyzer, and needs to be rolled in as the checked in sdk before package:macros can be supported.

Reason for revert: it was a breaking change to the analyzer public API.
There were two breakages:
- A @required `languageVersion` parameter was added to
AstFactory.compilationUnit, which is part of the officially
supported analyzer public API.
- A @required `languageVersion` parameter was added to the Parser
constructor, which is not part of the officially supported analyzer
public API, but is part of its de facto public API due to the fact
that it is used by dart_style.
This reverts commit ce26dfda7d.

- the analysis options files
- one line to enable the fix through dartfix (missed in an earlier CL)
- three places where a bug in the fix produced invalid code (issue and fix TBD)

And change clients of the scanner (within the SDK) to use it.
Long term, it would be better to store the FeatureSet object directly
in the Scanner and remove the existing flags `enableGtGt` and
`enableNonNullable`. However there are analyzer clients that
currently use these flags. So for now, we simply plumb in the
FeatureSet as a new way of setting AstBuilder flags. Once we've
updated clients to use FeatureSet, we'll publish a breaking version of
the analyzer that removes the old flag API.
