Daco Harkes 8ac2279b07 [native assets] Graduate to preview
This PR enables native assets on the main and dev channel by default,
and make native assets available on the beta channel.

This PR removes the flag from invocations.

The helper packages (`package:hooks` and `package:code_assets`) will
stay 0.x for now, until the SDK constraint can be bumped to a beta
release and we're happy with the Dart API.

`dart build` is also made available as preview (without a flag on
the main, dev, and beta channels). We're still finalizing the spec for
this command. (https://github.com/dart-lang/sdk/issues/60730)

`dart test` will need https://github.com/dart-lang/test/pull/2501.
This means users will need to update their `package:test` dependency.

This PR refactors the way that invalid `package_config.json`s are
handled: they are now loaded in the dartdev commands and handled there.

Paul Berry 82420ba66c Add experimental feature flag sound-flow-analysis.

Kallen Tu 89e545c5cc [dot-shorthands][co19] Rename enum-shorthands flag to dot-shorthands (and roll co19 to b14b080)
We've decided to rename enum shorthands to dot shorthands. It describes the entire feature better. It's not only for enum values. We'll update the experiment name before the implementation goes in, that way our users can use a flag that matches the actual feature name.

Additionally, roll co19 to b14b0802e696a60c79b00d0f052e26fb986f0faf so we can avoid an infra failure with co19 using what's now an unknown feature flag (enum-shorthands).

Jens Johansen bce3dd4fe7 [CFE/shared] Make formatting more consistent by specifying DartFormatter.latestShortStyleLanguageVersion
Autogenerated files was formatted with the new style, so if one for
instance formatted the file via the IDE or by saying
`out/ReleaseX64/dart-sdk/bin/dart format pkg/front_end/lib/` we'd get
*a lot* of changes which isn't great.
This CL sets the formatter version for the auto-generated files,
hopefully avoiding such things.

Kallen Tu 1bf5482e1e Enable 'wildcard-variables' feature flag.
This CL enables the wildcard variables feature by default in Dart 3.7.

Local variables and parameters named `_` are now non-binding and they can be declared multiple times without collisions. All wildcard variable declaration types that have this behavior are described in the
wildcard variables specification: https://github.com/dart-lang/language/blob/main/accepted/future-releases/wildcard-variables/feature-specification.md.

Top-level variables, top-level function names, type names, member names, etc.
are unchanged. They can be named `_` and used as they are today.

These are a few examples of where wildcard variables can be used:
```dart
Foo(_, this._, super._, void _()) {}

typedef T = void Function(String _, String _);

main() {
  var _ = 1;
  int _ = 2;

  list.where((_) => true);
}
```

Moritz 81daf8e563 Use package:record_use
- Rename resource identifiers in the VM to usage recordings.
- Use package:record_use for serialization.
- Rename and use the experimental flag for this feature.

Sam Rawlins 5e8ee77772 Support digit separators
Work towards https://github.com/dart-lang/language/issues/2

The feature is well-specified at the issue, but I will also follow
up with a specification to check into the language repo.

This change implements the feature more-or-less from front to back
(because the back is very close to the front in this case :P; no
"backend" work in the VM, etc). Digit separators are made available
via a new experiment, `digit-separators`.

Care is taken to report a single error when an underscore appears in
an unexpected position (see new `separators_error_test.dart`).

Three test files are added:

* `separators_test.dart` is run with the experiment enabled, and has
  no compile-time errors.
* `separators_error_test.dart` is run with the experiment enabled, and
  has many compile-time errors.
* `separators_error_no_experiment_test.dart` is run with the
  experiment _disabled_.

Paul Berry fb210554eb Enable feature inference-update-3.
In discussion with the language team, we've decided to ship this
feature in Dart 3.4. This CL contains a minimal CHANGELOG entry for
the feature; I plan to expand on it once I'm finished with the feature
specification document.

Jonas Termansen 8158275a94 Bump version to 3.4.
Do not revert: The main channel version must be upgraded now that the
version 3.3 beta has been cut and reverting this change puts the
release infrastructure into an unsupported state. Please fix forward
any potential problems that occur downstream and loop me into the
discussions so we can improve the release procedures in the future.

Paul Berry a19ae4ee68 Enable the extension types language feature.
This language feature allows the user to declare a static type using
`extension type` syntax, for example:

    extension type IdNumber(int i) {
      operator <(IdNumber other) => i < other.i;
      bool isValid(Some parameters) => ...;
    }

This behaves similarly to a "wrapper" class:

    class IdNumber {
      final int i;
      IdNumber(this.i);
      operator <(IdNumber other) => i < other.i;
      bool isValid(Some parameters) => ...;
    }

However, at runtime, no wrapper objects are created; instead, an
instance of the extension type is represented directly by its
"representation type" (`int` in the above example), and methods like
`isValid` are resolved statically. This gives developers an
abstraction mechanism with the advantage of zero runtime performance
cost, since no extra heap space is required, and no extra instructions
are needed to convert between an extension type and its underlying
representation.

The disadvantage of using extension types as an abstraction mechanism
is that since no wrapper objects are created at runtime, the
abstraction can be bypassed using `dynamic`, runtime casts, or by
"laundering" the object through contravariant generic methods like
`List.add` (which are runtime checked in Dart). For example:

    main() {
      var id = IdNumber(1);
      var list1 = <int>[];
      List<Object> list2 = list1;
      list2.add(id); // OK at compile time because `IdNumber` is a
                     // subtype of `Object`. OK at runtime because
		     // at runtime, `IdNumber` and `int` are
		     // indistinguishable.
      int i = list1[0];
      print(i);
    }

Extension types are expected to be particularly useful for
low-overhead decoding of external data formats (such as JSON), and for
inter-operation with other languages (such as Javascript).

Moritz a3568286ff Adding the resource-identifier functionality from the compiler to the
vm.

This identifies all calls to static methods annotated with
`@ResourceIdentifier`, collects the constant arguments passed to the
method, and writes the results into a file.

The purpose of this feature is to be able to pass the recorded
information to packages in a post-compilation step, allowing them to
remove or modify assets based on the actual usage in the code prior to
bundling in the final application.

Jonas Termansen e743910b18 Reland "Bump version to 3.3."
Please prefer not to revert this change. Any tests that fail are release
blockers and need to be approved and urgently fixed forward. Dart 3.2
has already been cut and the version number must be updated. It is
acceptable for rolls to be blocked until the release blockers have been
resolved as P0 issues.

Remove needless version number comment from experimental_features to
remove duplicated information and simplify version updates.

Update dartdoc to a version that supports 3.3.

Sigmund Cherem 38f62d2159 [cfe,analyzer] tweak to generated files to reduce chance of conflict.
This updates the generator of experimental flags to only refer to one
location for the current default language version.

Semantically the change does nothing, but it could make CLs that bump a
version smaller and easier to revert/patch.

Paul Berry 2b8411f626 Enable language feature inference-update-2.
This language feature allows type promotion to apply to private final
fields, e.g.:

    class C {
      final int? _x;
      C(this._x);
    }
    f(C c) {
      if (c._x != null) {
        print(c._x.abs()); // (1)
      }
    }

Previously the line marked (1) would have needed to be written
`print(c._x!.abs());`.

Note that to ensure soundness, there are certain restrictions:

- Public fields don't undergo promotion (because a public field might
  be overridden by a class in some other library).

- Non-final fields don't undergo promotion (because a non-final field
  might be modified as a side effect of code executed between the type
  test and the field's usage).

- Fields that are forwarded to `noSuchMethod` in the same library
  don't undergo promotion (because there's no guarantee that
  `noSuchMethod` will return the same value on every invocation). For
  example:

    class C {
      final int? _x;
      C(this._x);
    }
    class D implements C {
      @override
      noSuchMethod(...) => ...;
    }
    f(C c) {
      if (c._x != null) {
        print(c._x.abs()); // ERROR: `c._x` might dispatch to
                           // `D.noSuchMethod`, in which case there's
                           // no guarantee that it will return a
                           // non-null value the second time it's
                           // invoked.
      }
    }

- If two classes define fields or getters of the same name, and
  promotion is not permitted for one of them, then it isn't permitted
  for the other. This is because there might be a class in some other
  library that's a subclass of both classes, causing a reference to
  one field or getter to dispatch to the other. For example:

    class C {
      final int? _x;
      C(this._x);
    }
    class D {
      int? get _x => ...;
    }
    f(C c) {
      if (c._x != null) {
        print(c._x.abs()); // ERROR: `c._x` might dispatch to `D._x`
