This CL adds a `dart::embedder::Cleanup()` (we already have `dart::embedder::InitOnce()`).
This allows us to allocate the global state and also tear it down.
As a side-effect this will also not allocate those variables if not
needed, which should fix b/151210948

On 1/27/20, the nnbd specification changed weak and strong mode instance checks
to make them behave uniformly across legacy and opted-in libraries.
Therefore, it is not necessary anymore to propagate the library mode in
generated code to the runtime.

This CL:
* Moves [Heap]/[SharedClassTable] from [Isolate] to [IsolateGroup], which
will make all isolates in the group use the same heap. The GC will use
the shared class table for object size information.
* Adds support for entering/leaving an isolate group as a helper thread
(e.g. via [Thread::EnterIsolateGroupAsHelper]). The current active
isolate group can be accessed via TLS `IsolateGroup::Current()` or
`Thread::isolate_group_`. When entering as a helper thread there will be
no current isolate.
* Changes the GC to use the above mechanism and ensures GC works without
a currently active isolate. The GC will use information purely available via
[IsolateGroup]. The GC will iterate all isolates within an isolate
group e.g. for scanning roots.
* Makes spawning of new isolates start in their own isolate group.
Once the isolate is fully functional it's heap will be merged into
the original isolate group
* Moves ApiState, containing persistent and weak persistent handles,
from [Isolate] to [IsolateGroup], plus adds appropriate locking.

Sign extension of small integers is not symmetric between register arguments and register return values.
On Linux/MacOS x64, the caller is responsible for both the arguments and return value.
Previous tests only tested equality, which tests the equality of the lowest byte. However, when printing or using the small ints arithmetic all 4 bytes are used. The new tests pass back the number in a different format.
The callback tests test the number in Dart, so they did not suffer from implicit conversions. (TestTakeMaxUint8x10 in runtime/bin/ffi_test/ffi_test_functions.cc and tests/ffi_2/function_callbacks_test.dart.)

The loop didn't correctly handle if the fd closed wasn't the last in the
list, instead it would skip an entry and would accidentally consider the
closed entry twice.
The error handling was also wrong, where a file descriptor could be
closed multiple times if an error occured after one of the file
descriptors had already been closed. Additionally the POLLERR and
POLLNVAL conditions were not handled.

Background:
on the latest versions of iOS today, we have to use mdns to discover the observatory port and authentication code. For a variety of reasons this can fail, leaving us with no way to connect.
An alternative approach is to specify the observatory port and disable the authentication code. If binding to this port fails, however, we would still like to attempt connecting with mdns.
Overview:
This adds a new flag to the dart SDK, --enable-service-port-fallback. This amends the behavior of the vmservice with a specified port. After failing to bind 3 times to a non-zero port, update the port selection to 0.
Results:
Tested locally two dart VMs with the same specified port:

When VM starts, it will try to find kernel service snapshot which is located together with exe file. However, if symbolic link is provided, the directory to search will become the parent directory of link but not the actual target.
This cl will resolve the symbolic link to find the kernel service snapshot.
