JIT VM under the flag --enable-interpreter.

Update status files.
This cl includes implementing these two features on all platforms:
1) Support calling generic functions via DartEntry::InvokeFunction().
2) Support native generic functions. These are currently allowed, but type
arguments are ignored, and therefore not accessible from the C++ side.

NativeArguments don't allow you to access type arguments, but calling
conventions are setup in such a way that nothing else needs to be
changed.
This is needed because we changed
List makeListFixedLength(List growableList)
native "Internal_makeListFixedLength";
to
List<T> makeListFixedLength<T>(List<T> growableList)
native "Internal_makeListFixedLength";

Do this in unoptimized code only, when --reify-generic-functions is specified.
This is still work in progress, and support in optimizer, in inliner, in DBC,
in kernel to ir, and other areas, will follow.

Like HOST_ARCH_*, HOST_OS_* describes the OS the VM is running on, which may be different from the OS the VM is generating code for during AOT compilation.
Currently we conflate the two when emitting AOT as assembly, and we get away with it because Flutter only uses assembly for targeting iOS and one can only target iOS from a Mac, but we expect to use assembly for Android as well so native tools can unwind Dart frames.

Wait for concurrent sweep tasks before verifying points, as building the allocation set expects unmarked objects.
Make assertion okay with a missing stack map at entry, which transiently exists for OSR, as the frame looks the same as unoptimized code here.

- use attribute 'no msan' on NativeEntry::ReturnValueIsError function
as msan doesn't seem to track the return slot being set by a native
function
- vsnprintf seems to have issues with msan so unpoison the allocated
memory buffer everytime vsnprintf is used to suppress the error.

This unburdens users of StackZone from needing to include handles_impl.h. A new use of StackZone was recently added to heap.cc without a include of handles_impl.h, and this caused link-time errors on some versions of gcc.

The error propagation is delayed until the native function returns.
This should simplify error handling in embedder code and avoid failing
to propagate an error, which is a common failure.

- uses thread execution status transition to track when a thread is in a safepoint or needs to block for a safepoint
- introduces a monitor per Thread object
- uses a per thread safepoint handshake between the thread requesting a safepoint and the requested thread.
The ThreadRegistry class now contains only the thread list for an isolate and the functionality of scheduling a thread onto an Isolate and unscheduling it from teh isolate. We could fold this functionality into the Isolate class in a different CL.

All closure instances now have class _Closure and function types are represented
by a new class FunctionType extending AbstractType.

indirectly by loading the target address from the code object).

This change makes CTX available by not caching the current
context while in Dart code. Instead the current context
is held in a local variable (:saved_current_context_var) and
is passed as argument in CTX at calls.
This also simplifies a lot of code in the debugger: As a result,
Isolate::top_context is not needed anymore since the current context
can always be extracted from a Dart frame.
