This forwards any `--packages` flag from before a dartdev command name to dartdev, so also eg. `dart --packages=... compile` will now work as expected.
And commands that don't take a --packages flag will complain (eg `dart --packages=... devtools`.

- Remove unsound platform .dill files from the packaged SDK.
- Throw and error referencing the sound null safety requirements of

We also stop reporting
`HintCode.DEPRECATED_MEMBER_USE_FROM_SAME_PACKAGE` and
`HintCode.DEPRECATED_MEMBER_USE_FROM_SAME_PACKAGE_WITH_MESSAGE`
as these are now replaced by the new lint rule.
The biggest change here is in the DEPRECATED_MEMBER_USE tests,
as most of these tests have
`DEPRECATED_MEMBER_USE_FROM_SAME_PACKAGE` reported (since it's
easier to write tests with files in one package). We move all
of those tests to `DEPRECATED_MEMBER_USE` tests, without losing
coverage.

- Adds a new flag, `--suppress-analytics` to the `dart` command to
disable both the unified and the legacy analytics for a single
session while deprecating the existing flag, `--[no-]analytics` used
for disabling the legacy analytics on a single pass.
- Pipelines the flag from `dart` through `dart analyze` and `dart fix`
to the execution of the analysis server.
- Updates all applicable uses of `dart analyze`, `dart fix`, and the
analysis_server binary entry points in the SDK to disable analytics
for the test infrastructure.

Currently users can enable analytics using the unified analytics package in VS Code, but there is no option the disable from the UI. Adding this allows users to disable analytics by running `dart --disable-analytics`.

`dart test` requires that the current directory have a pubspec.yaml
which includes a package:test dependency. This change introduces some
more details in the help message displayed when there's no package:test
dependency to make it clear that flags and options for `dart test` are
pulled from the package:test dependency.

Includes several updates to tests that needed to land with this flip, as well as some other tests that needed to be updated and could land separately, but are being included here to expedite things.

This will make compilation server related commands more consistent with
other commands in the CLI.
In order to make use of the compilation server for faster runs, users
will still need to pass `--resident` to `dart run` until we decide if we
want this functionality made more visible.

This change enables
dart run --enable-experiment :main # When using the package:binary
syntax
This is done by disabling snapshotting when experiments are enabled. We don't have a mechanism for invalidating snapshots based on the set of experiments.
And
dart run --resident main.dart # When using the resident compiler.
Here the issue was that the experiments was passed in a wrong format to the resident compiler process.

* Add an `targetOS` argument to `pkg/vm`'s `compileToKernel`,
that contains the target operating system's name.
* Add a new `--target-os` command line argument for all binaries
that use `compileToKernel` for clients to provide the target
operating system, if known.
* Add a new`"vm:platform:const"` annotation to certain field and
getters in the Platform class.
This annotation is used to annotate static getters and fields with
initializers where the getter body or field initializer must evaluate
to a constant value if the target operating system is known. This
annotation may be used outside the Platform class and in user code.
For example, this annotation can be used on a static `String` field
that is initialized with one value if `Platform.isWindows` is true
and to a different value if `Platform.isWindows` is false.
Note: If the const functions experimental flag is disabled, then
any annotated static methods can only contain a single expression
whose value is returned. If it is enabled, then the static method
is evaluated as if it is a const function with the special
handling of annotated static fields and getters above.
* Create a VM constant evaluator that evaluates uses of static getters
and fields marked with the above annotations when a target operating
system is provided.
* Use the new VM constant evaluator in the unreachable code elimination
transformer.

Allows for VM service clients to tell the service to serve Observatory
at runtime. This will enable `flutter attach` to enable Observatory when
connecting to an existing Flutter application that is not serving
Observatory.
