- For parameters of closurized members make sure to mark the virtual parameter as closurized where appropriate. Closurized parameters are treated as dynamic and this needs to propagate to all the virtual target's overrides. Previously only the concrete target was getting marked as closurized.
- For mixins defining an abstract member, foo, implementations of foo (either directly on the mixin target or superclasses of it) should propagate their types to the abstract foo as they are effectively overriding it. Calls to foo within the body of the mixin can only target the abstract foo with a virtual call. So that virtual target needs to reflect the types of all its overrides.
Tests have been added that capture both of these cases. The values here reflect the non-linearized algorithm but prior to these fixes the linearized algorithms showed a diff for both tests. After these changes there is no diff.
This fixes all failures referenced in b/277876666.

Create a compact version of StaticUse without fields that are often not provided. And intern instances of StaticUse as there are a lot of duplicates.
This should save >150MB in the emitter phase of Dart2JS.

- Rather than gating reads on URIs we've seen, gate logic on file scheme. Any URI with a 'file' scheme should be readable.
- Use unmapped URI when creating SourceFile. For providers that expand their URIS (e.g. BazelRootProvider) this will make sure we're using the more readable form rather than the prefix substituted version.

Dart2JS uses the source bytes to generate error messages for the CFE and during closed world construction (for const evaluation). But the actual source code is never used beyond that.
For large applications not including the source code can reduce the size of the dill by close to 50%.

Also adds `firstOrNull`, `lastOrNull`, `singleOrNull`, and `elementAtOrNull`.
I chose `nonNulls` instead of `whereNotNull()`.
The latter should have been a getter, but isn't.
Making it a getter in the platform libraries would be confusing,
and make migrating from `package:collection`'s function harder,
so instead I gave it a completely new name.
The alternative would be to retain the non-idiomatic `whereNotNull()`
for familiarity. But then it would be tool late to fix.

Pure interfaces made `interface`s
implementation classes which cannot/should not be extended made `final`.
A class like `HasHMap` which provides the `Map` interface,
and no implementation except factory constructors
for internal implementations, is made `final`.
Unified {List,Set,Map}{Base,Mixin} into their `Base` class.
Deprecations are retained in comments for now, to be landed
separately. Search for '// TODO: @Deprecated'.
Tested: No new test, only adding restrictions on use.

During each phase we are caching the bytes for files we read. We end up holding onto them longer than we would otherwise need to. The only time this cache is actually used is to report messages from the CFE. In those infrequent cases we can easily re-read the necessary file.
In the CFE and closed world phases this saves >300MB because the source file bytes can be released. In codegen and global inference the savings are more modest (<10MB). The emitter phases does not benefit from this because it's holding onto the input file to do deferred reading.

Use the `TrustedGetRuntimeType` interface to mark implementation
classes that have a `get runtimeType` that should be used for
reporting the types of instances in errors and `Record.runtimeType`.
Streamline the various more general `get runtimeType` implementations
by specializing them to the context. By explictly implementing
`Closure.runtimeType` we avoid the need to test for closures in the
'ordinary' object path. This should help the Flutter pattern of
testing `a.runtimeType == b.runtimeType`.

We encode line/column in a single 64-bit integer and derive offset from this using the lineStarts stored on the kernel Source object.
Saves 90-100MB of memory within the emitter phase on a large program. Most of that is from the smaller deserialized SourceLocation objects but some memory is also saved due to the smaller output size from the compact serial representation. The input to the emitter phase is ~14MB smaller (with the savings split across multiple codegen shards).

- Remove 'CallSiteTypeInformation.callees' as it no longer represents a useful concept. Technically 'callees' could return an Iterable of the materialized concrete targets for DynamicCallSiteTypeInformation. But I think this is more confusing than it's worth.
- Add convenience 'any' and 'every' methods for DynamicCallTargets.
- Convert some places that were incorrectly using 'callee' to use the target expansion logic.

- Rename DynamicCallSiteTypeInformation.concreteTargets to 'targets' to more accurately reflect that they are not all concrete.
- Add convenience function 'forEachConcreteTarget' to DynamicCallSiteTypeInformation to handle expansion of targets to actual concrete targets.
- Change forEach methods to work with bools rather than IterationStep. No code was returning SKIP_SUBCLASS anymore.

I'm reverting the work queue change for the main inferrer branch. After some instrumenting I've found that it's rather sensitive to the max refinement limit which is very low for the non-experimental branch. In the linearized algorithm the refinement limit is increased so I will keep it in that fork.

Today we track and constantly update maps of distinct callers throughout the inference algorithm. Instead we can simply iterate over all call sites and set the `isCalledOnce` flag after all call targets have settled. This result is not used in inference, it is just saved out to the results for the member so the timing doesn't matter.
On a large program this shows a ~4% memory improvement and marginal runtime improvements (in addition to 4% from https://dart-review.git.corp.google.com/c/sdk/+/290060/6).

Reason for revert: Fixes the original breakage by adding an explicit
cast for the map function that's used to compute positional args
of the stub. Adds refactoring to better separate out the logic
between procedure-level and invocation-level lowering configs.
Also refactors optional argument functions so that they can use the

a small issue where object literal constructors wouldn't work in
dart2js if the surrounding library didn't have a @JS annotation.

This dill is a duplicate of the one emitted during closed world since the Kernel AST is not modified any more.
In case someone were to want to run the closed world and global inference phases together (e.g. `dart2js --write-data-uri=global.data main.dart`), keep the option to write the dill file with global inference results by allowing them to manually provide the `--out` flag.

This implements all the subtyping relationships for records as well as any other predicates needed for the abstract value domain.
